Srinagar, Dec 8: Highlighting the alleged delays caused by the JKBOSE in renewing registrations, the J&K Un-Aided Private School Association (JKUPSA) today demanded an extension of school registration validity to 10 years.
In this regard, the association submitted a memorandum to Chief Minister Omar Abdullah, addressing several pressing issues affecting private educational institutions across Jammu and Kashmir.
The memorandum pointed to delays in JKBOSE registration renewals due to pending NOCs and procedural inefficiencies, calling for the elimination of penalties of up to Rs 10,000.
JKUPSA urged a streamlined renewal process to prevent such fines.
The association recommended extending the validity of private school registrations to at least ten years, stating, “This move would reduce the frequency of renewal processes, enabling schools to focus more on delivering quality education.”
JKUPSA also raised concerns about the mandatory use of JKBOSE-recommended textbooks, urging the government to allow schools the autonomy to select books that align with their curricula and standards.
The memorandum emphasized key concerns, including the association’s call for adherence to the Supreme Court directive requiring only three No Objection Certificates (NOCs) for school registration or renewal.
This, they argued, would streamline procedures, minimize delays, and eliminate unnecessary departmental hurdles.
Additionally, JKUPSA proposed empowering the Fee Fixation and Regulation Committee (FFRC) to regulate fees below Rs 2,000 per month.
“This adjustment would ease the financial strain on small schools, ensuring procedural delays do not compromise their operations,” the memorandum stated.
The association underscored the importance of aligning fee regulation policies with the principles of the ‘T.M.A. Pai’ judgment to ensure fairness and transparency.
According to the association, Chief Minister Omar Abdullah assured them of his government’s commitment to addressing their concerns and promised to implement measures to support the private education sector in Jammu and Kashmir.
