UDHAMPUR, Aug 23: The Jammu Kashmir SSRB Teachers/Masters Association (JKSTMA) held meeting here today under the presidium   of State president Rakesh Singh  and State general secretary Vivek Gupta to discuss  the issues pertaining to Teachers and Masters,  particularly the delay of 7th Pay Commission benefits in favor of SSRB recruited Masters and Rehber e Taleem teachers.
Singh said that SSA guidelines envisaged the post of head teachers which is to be filled by some contractual head  teacher under the SSA scheme but Jammu and Kashmir Government violating this guidelines of SSA scheme,  filled the said posts of Head teachers through DPC of regular   teachers, many of whom are SSRB recruited. “Now the State Government is denying the 7th Pay Commission to such  promoted SSRB Masters also on the pretext that  their salary is drawn from the post of SSA Head Teachers so there is no provision of Seventh Pay Commission for SSA Head  Teachers from Central Government,” he rued.
Singh urged the Governor Satya Pal Malik to resolve the issue of these SSRB  Masters,  adjusted against the SSA post and also of Rehber-e- Taleem teachers by implementing the Seventh Pay Commission in their favor  as these  are State Government employees and  it is the responsibility of the State Government to extend  them benefits of 7th Pay Commission  from the State budget.
State vice president Ravindar Gupta said that State Government  should find amicable solution for the welfare of Rehber e Taleem teachers who are engaged after proper selection procedure  at village level and then regularized by Director office after proper mechanism established by Government  order number 396.
At the same time, JKSTMA also warned against any move to adjust or draw the salary of Rehber e Taleem teachers against the vacant or would be vacant post of SSRB teachers though Government  can utilize the vacant posts of promotion quota of Lab Assistant etc for the said purpose.
State general secretary   Vivek Gupta said that State Govt. should revoke SRO 202.
The meet also demanded screening test for promotion; qualification allowance for higher degrees; child  care leave for divorced/widowed  male employee; transfer mela for general line teachers  and creation of Teachers Welfare Fund.
