JAMMU, Feb 12: Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA) has urged the Lt Governor G C Murmu to avoid all DPCs till stalemate in the matter of reservation in promotions ends.
While addressing a press conference, here today, leader of the Alliance expressed their strong resentment over lukewarm response of the J&K UT administration regarding matter of reservation in promotions. “On one hand, for political mileage some unconstitutional reservation is being introduced but on the other hands constitutionally valid reservation for SC/STs as well as OBCs is being killed in a calculative and well planned manner,” they said and alleged that J&K bureaucracy with anti SC/ST/OBC mind set was hand in glove with some upper caste organizations in befooling the Lt Governor as they had befooled earlier political Government as well as former Governor in the matter.
The JKRCEA leaders claimed that despite repeated reminders for meeting with LG G C Murmu, they were not given time from the LG office, whereas unregistered bodies and even organization with strength of 4-5 members have got meeting time with the LG. They alleged that upper caste KAS officers lobby manage postings in the Civil Secretariat by manipulating system and for doing anti- SC/ST/OBC activities.
The JKRCEA threatened that if the Constitutional rights of SC/ST/OBCs are floated like this, the reserved categories shall have no option other than to resort to peaceful agitation against dilly dallying policies of the Government.
Prof G L Thapa alleged that the report of committee headed by M Dwivedi to settle matter of reservation in promotions has probably been thrown into dustbin by the Chief Secretary and LG’s Office. He also demanded immediate withdrawal of GAD circular dated 21-06-2016 which is in gross violation of Supreme Court and High court directives.
