The Power employees and engineers under the banner of JKPEECC- an amalgam comprising of various Unions of PDD led by Sachin Tickoo, general secretary JKEEGA and Convenor PEECC Jammu, Jaipal Sharma, chairman JKPEECC and president DEA, Ashok Dubey vice president JKEEGA ,Sanjay Sharma , DEA ,Anil Slathia, lineman and Workers Union, Kulbir Singh, EEU, HD Singh, TEF, Tarun Gupta, PDDEU, Balbir Singh Draftsman Association, Jasbir Singh ITI Employees, Akhil Kumar, president PDL/TDL workers, Gurmeet Singh, Purshottam Kumar CNGEU among others, at a press conference here today raised the issue with reghard to non-fulfillment of commitments as assured in the midnight agreement between JK UT Government representatives and JKPEECC on Dec 21, 2021 despite a lapse of over a month since then.
While addressing joint press conference, the coordination committee leaders strongly resented the fact that all the files pertaining to placements/regularization / transfers of employees of PDD are getting stuck in the General Administration Department and the office of the Chief Secretary. Certain objections/ remarks are being raked up on the proposals which are beyond comprehension and completely undermine the wisdom of the administrative department. The proposals duly vetted by the administrative department are entangled in various objections due to biased approach in the GAD towards Power Development Department. The same is reflected in all the cases as placements/ regularization/ transfers pertaining to the other sister engineering departments sail through very expeditiously vis- a- vis the Power Development Department where placements on hundreds of vacant posts from AE to SE have been turned down on one pretext or other after weeks of shuffling in e-office within GAD and office of Chief Secretary.
It is astonishing that AEEs who had been promoted in Jan 2021 have not been adjusted against hundreds of vacant posts till date. The regularization orders of the PDL/TDL , Executive/Ministerial staff whose DPCs stand already cleared in terms of SRO-381 oF 1981 read with SO-109 dated 20/03/2021 which as per clause 6(3) stipulates ” Entry level posts shall be utilized for the regularization of the PDL/TDL employees of the department” and opening up of the NIC portal for registering the left out need based workers on the portal for the purpose of drawl of salary as assured in agreement has not been proceeded upon and they are facing extreme hardships to make both ends meet.
The 20,000 employees of the PDD on deputation to corporations are feeling dejected that Government is not serious to resolve the issues and are running out of patience, therefore JKPEECC in consultation with all the constituent unions of PDD across J&K has decided to give a 15 days’ notice to the Government to issue the Regularization/ of the DPC cleared PDL/TDL and the placement/promotion/adjustment orders of Engineering/ Executive/ Ministerial staff respectively, whose proposals stand already submitted by the administrative department for the approvals of competent authorities.
JKPEECC shall review on Feb 5, 2022 the progress if any made during these 15 days and accordingly shall announce the date of the agitational programme after review so that the commitments already made in the agreement dated Dec 21, 2021 are adhered to in letter and spirit, Sachin Tickoo said.
