JAMMU, Dec 8: J&K Electrical Engineering Graduates Association led by Sachin Tickoo general secretary met Chief Minister Omar Abdullah at Jammu and raised the issues of the electrical engineers working in PDD.
At the same time, JKEEGA team expresses gratitude to CM about the approval to the relaxation granted in Engineering Gazetted Service Recruitment Rules which demanded reformative Ammendment over a passage of time since 1978.
The delegation drew the attention of CM towards address at SKICC and the IEI Srinagar Centre, wherein he had acknowledged Engineering fraternity’s contribution across J&K. They said the strong advocacy for Assured Career Progression (ACP) of Engineers having been acknowledged is a very encouraging sign. They hoped that in the ensuing Budget Session the long standing legitimate extension of ACP to Engineers shall fulfill their aspirations.
JKEEGA sought consideration to the key issues in Power Development Department vis- a- vis regularization of Engineers from AE to CE levels, filling up of vacant positions from JE to CE levels. staffing challenge, re-organization and creation of posts as per unbundling report, and preparation of budget, utilization of 20 % quota of erstwhile Departmental Direct recruit (AEs) for promotion prospects of existing Junior Engineers in order to avoid unnecessary litigation.
They said over the past six years, very little progress has been achieved with Engineers falling in Executive Engineer seniority, Assistant Executive Engineer seniority having been exhausted and currently department is working on regularization of Engineers who have retired or serving at level from AEE to CE and are substantively Assistant Engineers/Junior Engineers. It is pertinent to mention that nearly 109 Engineers(From AE to CE) are falling in seniority of Assistant Engineers and nearly 797 Engineers (Degree and Diploma) working in various capacities from AE to CE are falling in seniority of Junior Engineers. Even a retired Chief Engineer who was appointed as Junior Engineer in 1986 batch who rose to position of Chief Engineer based on fulfillment of codal formalities is yet to be regularized as even Assistant Engineer, they added.
