JKEEGA delegation calls on Advisor, raises promotion issues

JAMMU, Sept 18: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) today called on Baseer Khan, Advisor to the Lieutenant Governor Jammu and Kashmir and apprised him about the long pending burning issues of the Power Employees fraternity.
The delegation informed the Advisor that large number of posts were lying unfilled in the hierarchy of the Power Development Department. One post of Managing Director to be filled from engineering cadre is lying vacant after retirement of last incumbent in August 2020, seven vacancies of Chief Engineers, twelve posts of Superintending Engineers, 38 posts of Executive Engineers, 103 posts of Assistant Ex Engineers and nearly 220 vacancies of Assistant Engineers are lying vacant, JKEEGA explained and added that due to the posts lying vacant in the hierarchy it has not only demoralized the fraternity, but also severely affected the administrative efficiency as nearly 38 posts of Executive Engineers are vacant.
The delegation also informed that at present salary of the staff is met out of “Grant-in-Aid” from Government and same is being regulated on advance drawl basis at Secretariat level. “This procedure seems a bit ineffective as final settlement of expenditure accounts throughout the J&K is still pending from the date of emergence of corporations and this process has also diluted the efficacy of remitting serving employees monthly contribution/subscription towards different schemes,” said the delegation and demanded restoration of the mechanism of drawal of salary properly from respective Treasuries to expel apprehensions so aroused.
Led by Sachin Tickoo, General Secretary along with Ashok Kumar Dubey, Rajeshwar Jamwal, Yash Paul and Vipul Sharma, the delegation also informed that the regularization of Engineers had been mandated by SAC in its meeting on 22.10.2019 and directed the proposal for regular promotions be processed on fast track at departmental level without referring to Public Service commission as one-time exemption and whole process was supposed to be completed within two months by 30.11.2019.
Further the delegation also urged the Advisor to create a strong enforcement setup within corporation which will include Police officers who shall deal exclusively with theft curbing measures which in turn shall help to reduce AT&C losses on the same pattern as in neighboring states. The delegation also sought the inclusion of PDD employees in the COVID-19 insurance cover of Govt.
The Advisor gave patient hearing to all the issues and assured early redressal.
