Srinagar, Feb 13: A group of candidates who have appeared in the JKAS examination held by the JKPSC—the result of which was recently declared—today demanded the implementation of the rule of the Reserve List.
The aspirants told Excelsior that as per the rule of the reserve list, the number of candidates called for the medical examination should have been proportionately less than the number of vacancies.
However, they said, in this case, it appears that this rule has not been followed and the list appears to be final, which, they said, does not go by the provisions of the rule. “The mechanism of reserve list operation is very different from the waiting list,” they said.
The aggrieved candidates urged the JKPSC to review the process and maintain the reserve list as per the rule of Reserve List under S.O 61, Section 7, Clause ii). “It has to be done by the commission as per the rules and regulations,” the candidates said.
As per the rule, which is a part of recent amendments made recently, along with the list of recommended candidates, the Commission shall also maintain a consolidated reserve list of candidates which will include candidates from general and reserved category ranking in order of merit below the last recommended candidate under each category.
“The reserve list so maintained shall be treated as confidential till the process of recommendation is finalized by the Commission. The reserve list shall be operated when the Government may forward a requisition to the Commission requiring it to recommend, from the reserve list, the same number of order of merit, candidates as requisitioned to fill up the vacancies in each category, the rule states.
As per the candidates, the reserve list is valid for one year from the date of recommendation of the first list by the Commission.
The aspirants, who have already submitted several representations, urged the chairman of JKPSC to review the process and ensure the rule of the reserve list is being followed.
Secretary JKPSC, Bashir Ahmad Dar told Excelsior that the rule will be followed. “It is a part of the rules and it will be followed in letter and spirit,” he said.
