JKADCSA flays Govt for stagnation at SO level

JAMMU, Sept 6: The Jammu and Kashmir All Departments Clerical Staff Association (JKADCSA) has criticised the higher authorities in the UT administration for stagnation in the promotion avenues of the Section Officers cadre.
In a meeting of the Association held at Srinagar under the chairmanship of its president, Jeelani Naik, the members strongly projected the legitimate grievances of the SOs of HOD cadre and said that undue delay was being caused in their promotions. They said about 10 posts of Administrative Officers were lying vacant since long. But despite this SOs have been facing stagnation.
Naik said many aggrieved candidates have already submitted their documents and even Vigilance clearances to the concerned officers but the concerned authorities are causing unnecessary delay. He said there is the strength of 48 posts of Administrative Officers supervising over 20,000 clerical staff in subordinate Departments, which is very unfair and unjustified. As per service rules, 50 % posts are filled by direct recruitment while 50 % through promotion amongst the Section Officers.
The Association urged the Lt Governor to personally intervene into the matter and issue directions to the concerned GAD officers to expedite the process of promotions.
