JAMMU, Aug 31: Union Home Minister Amit Shah said today that new era of peace, prosperity and employment as promised by Prime Minister Narendra Modi following abrogation of Articles 370 and 35-A has begun in Jammu and Kashmir where democracy has been restored at grassroots level with Panchayats now getting direct funding in their accounts.

He was addressing after the launch of web portal for new Industrial Policy of Jammu and Kashmir which will give access to investors from across the globe to apply Online for their ventures.
The function was also attended by Commerce and Industry Minister Piyush Goyal, Union Minister of State in the Prime Minister’s Office (PMO) Dr Jitendra Singh, Minister of State for Home Nityanand Rai, Ministers of State for Commerce Som Prakash and Anupriya Patel and top bureaucrats of Home and Commerce and Industry Ministries among others. Lieutenant Governor Manoj Sinha joined the programme Online from Srinagar along with Chief Secretary Dr Arun Kumar Mehta and other bureaucrats.
“Jammu and Kashmir has started march towards peace and prosperity. The Prime Minister had promised jobs and prosperity in J&K after abrogation of Articles 370 and 35-A. The new Industrial Policy of J&K, whose web portal was launched today, is a milestone in implementation of the PM’s slogan,” Shah said.
Asserting that the people of Jammu and Kashmir had been deprived of development and employment as Articles 370 and 35-A were the hurdles, he said the Industrial Policy will lead to large scale opportunities of development. He added that it is not only the industry that will benefit because of the new Industrial Policy but the people at large in Jammu and Kashmir especially the unemployed youth.
Saying that J&K’s Industrial Policy is most attractive in the country, the Home Minister pointed out that it offers up to 300 percent GST refund for 10 years.
“All documents by the investors within the country as well as abroad can be deposited Online through the web portal and administration of Jammu and Kashmir will respond immediately,” he said.
Shah said under the leadership of Lieutenant Governor Manoj Sinha there have been large scale changes in the Union Territory. He (Sinha) has been monitoring Industrial Policy implementation after every 15 days, he added and said an atmosphere of development has been created in Jammu and Kashmir.
Noting that the Industrial Policy has been very carefully drafted, Shah said though it has set target of Rs 28,400 crore worth investments, it will go far ahead of the target.
“Jammu and Kashmir is now enjoying the real benefits of grassroots democracy with Panchayats getting direct funding in their accounts,” he added.
Shah said the responsibility for the development of Jammu and Kashmir is not only of the local people but of everyone in the country.
“I request the country’s industrialists to visit J&K, take advantage of this scheme, invest in the UT, make it one of the most important industrial hub in the country and move towards making it a developed Union Territory,” he said.
He said industrial development, a good environment for it and a policy that is competitive with the world are the hallmarks of the Modi Government.
Shah said apart from tourism, education and IT in Jammu and Kashmir, this policy will also take forward many other possibilities.
The One Nation, One Ration Card scheme, Ujjwala, DBT, Saubhagya and many other schemes have been fully implemented in Jammu and Kashmir.
The Prime Minister has made an ambitious plan in which a target has been set for providing clean drinking water to every household in the newly created Union Territory by 15th August 2022, he said.
The Home Minister said Jammu and Kashmir is the only region where every person has received the benefit of Pradhan Mantri Ayushman Bharat Yojana under which one can get free treatment of up to Rs 5 lakh.
He said the number of tourists visiting J-K had greatly increased after peace and security were ensured in Jammu and Kashmir.
Commerce, Industry and Textiles Minister Piyush Goyal, in his address, asserted that the people of Jammu and Kashmir for the years had been deprived of development.
“While the entire country was marching on the path of development, Jammu and Kashmir lagged behind due to legal hurdles. However, two years back, the Government under the leadership of Prime Minister Narendra Modi and Home Minister Amit Shah took historic decision of abrogating Articles 370 and 35-A after which J&K has been witnessing new dawn of peace, prosperity and development.
“Global investors will also come to J&K. The Industrial Policy will change future of the UT, ” he said.
Along with industry, many other sectors will also grow in Jammu and Kashmir, Goyal added.
Highlighting features of the web portal, the Commerce and Industry Minister said it will have all facilities of processing the investment proposals. It will send SMS Alerts, all information to investors, will have digital lockers, there will be no need to industrialists to go to Jammu and Kashmir for processing their cases and it will bring ease of doing business on ground in reality, he asserted.
“The new Policy will make Jammu and Kashmir `Atamnirbhar’ and strong. Economy and lives of people will improve,” Goyal said.
He said the beginning of the online portal and roll out of Central sector schemes is a historic initiative.
Speaking to reporters after the function, Union Minister of State in the Prime Minister’s Office (PMO) Dr Jitendra Singh described the Industrial Policy as new breakthrough for Jammu and Kashmir saying this will open new vistas of industrial revolution in the Union Territory.
“The youth will earn their livelihood without being solely dependent on the Government jobs,” Dr Jitendra Singh said.
He added that earlier the youth in Jammu and Kashmir were dependent mainly on the Government jobs but their mindset will change after the arrival of big industrial houses.
Lieutenant Governor Manoj Sinha while speaking from the Governor House in Srinagar also extended a warm welcome to all the dignitaries, particularly the Central Ministers and specially the Home Minister for sparing his valuable time for kick starting the portal for registration under the Scheme.
He stressed that the NCSS drafted after plugging all loopholes in the other policies, offers a golden opportunity for investors to invest in Jammu and Kashmir for setting up their Industrial Units. He highlighted that this scheme has a substantial financial outlay of Rs 28400 crore and has provisions of incentives for existing units also.
Sinha extended an invitation to investors across the country to come and invest in Jammu and Kashmir and informed that proposals worth Rs 25000 Cr have been received for establishment of Industries in J&K, 12000 Cr in Kashmir and Rs 13000 Cr in Jammu.
Highlighting the measures for Ease of Doing Business undertaken by the Government of J&K, the LG stated that the Single Window Portal for providing major services in an online mode has been put in place, a new land Bank of more than 6000 acres in addition to existing 5800 acres and a policy for establishment of Private Industrial Estates has also been notified where under incentives have been earmarked for development of Industrial Estates by private promoters. He exhorted upon the investors to invest in J&K and highlighted that J&K has lowest crime rate in the country.
The portal has been designed and developed for effective implementation of the scheme in a transparent manner and with the objective of ease of doing business.
The entire process under the scheme, i.e. Applying for registration, submitting claims and their processing, will be through the portal and there will be no human interface.
The scheme also supports employment to about 35,000 people indirectly already working in existing units through the working capital interest subvention component of the scheme.
It is expected that the UT of Jammu and Kashmir will have an additional investment of about Rs 12,000 crore in the establishment of about 1,200 industrial units, a Commerce Ministry statement said.
The scheme is anticipated to generate direct employment opportunities for about 78,000 persons along with employment in the primary sector including agriculture, horticulture, sericulture, animal husbandry and dairy, inland fisheries, etc through backward linkage including gainful engagement of women at household in craft, handicraft and handlooms, it said.
