J&K IAS officers not to be empanelled at Centre if IPR not filed in time: DoPT

JAMMU, Dec 20: In a decision aimed at further streamlining the Indian Administ-rative Services (IAS) in Jammu and Kashmir, the Department of Personnel & Training (DoPT) today ordered that the IAS officers who don’t file their Immovable Property Returns (IPRs) will not be empanelled at the Centre.
The DoPT will not be using the powers now to condone the act after January 31, the deadline for filing IPRs every year.
“An order to this effect has been issued by the DoPT and was reproduced by the General Administration Department (GAD) of Jammu and Kashmir,” official sources told the Excelsior.
Union Minister of State in the Prime Minister’s Office (PMO) Dr Jitendra Singh said: “if any IAS officer posted in Jammu and Kashmir fails to file the IPRs by January 31, it will have adverse impact and he will not be empanelled at the Centre”.
Asserting that the step is aimed at streamlining the IAS services in Jammu and Kashmir with rest of the country, Dr Jitendra Singh said when IAS was started, all States/UTs followed one norm but J&K remained an exception. Now, all norms applicable on the IAS officers of other States/UTs are being followed in J&K, he added.
“Empanelment of the IAS officers at the Centre will be impacted if they don’t follow the guidelines of filing the IPRs by January 31,” sources said, adding the act will not be condoned now as was done earlier.
Meanwhile, based on instructions issued by the DoPT, Ministry of Personnel, Public Grievances and Pensions, Government of India, the GAD of J&K Government reproduced the directions in the form of a Circular released by Secretary Dr Piyush Singla.
“Regarding filing of IPR by the IAS officers, various circular instructions have been issued from time to time. In terms of Rule 16 (2) of the All India Services (Conduct) Rules, 1968, every member of the service is required to submit his/her annual IPR by 31st January of next year, failure where of constitutes good and sufficient reason for institution of disciplinary proceedings,” the GAD Circular read.
It said that an Online module has been introduced with effect from 1.1.2017 in respect of IAS officers for online filing of IPR. Through this module, every IAS officer can submit his/her IPR either electronically or upload scanned copy of the manually filled IPR.
It added that the Online module closes automatically after prescribed timeline of 31st January in respect of filing of IPR of preceding year.
“The IAS officers have to necessarily file IPR electronically as there is no provision for its submission manually. The timely submission of IPR has assumed significance as in term of DoPT’s instruction, later submission of IPR results in denial of vigilance clearance,” the GAD order read.
It called upon the IAS officers working in connection with the affairs of the Union Territory of Jammu and Kashmir to observe the instructions in letter and spirit.
