J&K clears 97 pc pending files in month-long drive in Govt/PSU offices

JAMMU, Oct 30: During month-long drive carried out across the country, the Jammu and Kashmir Government has cleared 97 percent files pending for past some time benefitting the people, the officers/officials and cross sections of society. Three percent files which were not disposed off pertained to the subjects which had to be dealt at high-level for which the meetings are required to be convened and the matters which were sub-judice.
The month-long drive was launched at the initiative of Union Minister of State in the Prime Minister’s Office (PMO), Incharge Department of Personnel & Training (DoPT) Dr Jitendra Singh in all Central Government and Union Territory offices on October 2 on the occasion of Gandhi Jayanti and concluded today.
“The drive was aimed at clearing all pending files pertaining to different subjects in all departments of the Central Government and Union Territories. It was aimed at helping the people to whom the files pertained. Be it the service matters, grievances or any nature of files, entire pendency was supposed to be cleared by the departments till October 30,” official sources told the Excelsior and said the exercise has gone a long way in addressing one of the major issues faced by the people as well as the Government staff.
However, according to sources, the files in Jammu and Kashmir are already being cleared expeditiously. There have been instructions to all Government Departments as well as Public Sector Undertakings that files shouldn’t be allowed to keep pending for a long time and they should be disposed of at the earliest unless absolutely necessary for taking sanction/permission of the higher-ups, they said.
“The files were identified by all the Departments as per the DoPT instructions and disposed off accordingly,” sources said.
In Jammu and Kashmir, 97 percent of pending files have been cleared. Remaining three percent files were those which required serious consideration at different levels for which high-level meetings had to be called while some of the cases in the pending files were sub-judice.
Further, redundant scrap material and obsolete items were discarded to improve cleanliness at workplaces, sources pointed out.
“A large number of people and Government officials have benefitted from the exercise in Jammu and Kashmir. The issues which were pending for past some time have been addressed,” as per the sources.
The preparatory phase of the special campaign was conducted from September 13-30, during which the Ministries and departments had identified the status of pendency, it said.
“Over 2 lakh cases of pending public grievances and 2 lakh physical files for weeding were identified for disposal at the country level in the campaign. The cleanliness campaign was undertaken in 1,446 campaign sites and 174 rules/processes were identified for simplification,” the sources said.
The special campaign was also aimed at ensuring timely and effective disposal of public grievances, references from Members of Parliament, State/UT Governments, inter-Ministerial consultations and Parliamentary assurances, sources said.
The Government had directed that during the special campaign period, all-out efforts may be made to dispose of the identified pending references, they said.
Also, in the course of such disposal, the existing processes was reviewed with a view to reduce compliance burden and unnecessary paperwork was done away with.
The Government had also issued instructions for ensuring cleanliness in Government offices and to have a good work environment; to improve records management, review and weeding out of papers.
The drive was launched after Prime Minister Narendra Modi stated that a special campaign for disposal of pending matters shall be undertaken in each Ministry/department and all attached/subordinate and autonomous bodies of the Government of India, during the period from October 2-30, it said.
Dr Jitendra Singh had launched a dedicated portal for the purpose.
Dr Jitendra Singh told the Excelsior that the Government earned whopping Rs 20 crore revenue by selling scrap after clearing the files to ensure cleanliness, healthy environment and good work cultures in the Central Government offices.
