Jammu’s outcry

Col J P Singh
Many will remember 25th May 2018, when separatists, intelligentsia and media joined in one voice to safeguard the dignity of their daughters after a young girl was seen entering a hotel where Maj Gogoi had checked in earlier. Suspecting the girl  having been lured by the army officer, the hotel staff is said to have reported to the local police. Major and the girl were promptly taken into police custody. The conglomerate declared the army and the Major guilty of exploiting young girls in the valley and cooked up imaginary stories. Media and the who’s who sought severest punishment to the army officer. “If guilty, Maj Gogoi will be given an exemplary punishment”, retorted Gen Rawat, the army chief, who was on visit to the valley at that time. Commanding officer of the Major was transferred overnight as if he too was the exploiter and the abettor. Is the army commanding officer  culpable for misdeeds of his officers and men. In the civil it is the individual. “Punish the guilty under the law, but what, if he was tracked and girl planted to arrest the officer to revenge his earlier controversial but remarkable action in saving lives by using unconventional means also resonated simultaneously”. It made a big media TRP. Outsiders in the valley were portrayed as women hunters. It was yet another clarion call for Jammu which was already suffering the ravages of Rasana case.
Jammu is getting united. Demand of CBI probe for justice to the departed soul in-one-voice is in the open even if not widely reported. Jammu’s argument for justice to the innocent victim of Rasana is blacked out whereas justice to the willingly eloped girl was aired vehemently.  Normally such activities in Kashmir hotels, learnt to be common, are not reported. This is called double standards. This incident was widely aired because it happened to be linked to the army which is considered alien in the valley. In Jammu also Rasana case was widely aired because it was targeted at the virtues of Dogras with vile intention of demeaning the simple, secular and tolerant people and sowing the seed of communal hatred.
It was a crime where rather than politicizing and communalizing it, efforts should have been to join hands for long term dividends. CBI enquiry demand should have been accepted right at the hustings rather than switching over to third investigating team from Srinagar with tainted officials. The way the events unfolded in quick succession of sordid spectacles show that crime in J&K is being used as a political tool and settling scores. Justice delivery system stands reduced to defunct institutions. Hence it is time to question why law enforcing agencies are being used as mere pawns in the hands of political masters. Clearly, such cancer emerges out of brazen violation of constitution and oath of the office. Infact political institutions and their heads are under doubt on their constitutional loyalties. Sadly, it is clear to us that how easily law enforcing agencies can be manipulated without sparing a thought for ethics, justice and citizenry. Rasana is a classic case which has been abused beyond all possible norms. Jammu civil society has to understand the game and react lest we are doomed. To unite is our necessity and to make virtue of a necessity is Dogra’s proven nature. Dogra Swabhiman Rally and agitation for CBI is just a trailer for the full picture which we are going to see in the days to come.
Summers in Jammu have been sizzling up but hadn’t have any terrorist attack since long. The lull in the terror was a great relief. But that myth got shattered when the terrorists struck Jammu City on 24th May 2018, during the Ramzan ceasefire. That was another clarion call. This summer is burning with fire within, Rasana fire, IB fire, terrorists bombs, jungle fires and the simmering communal fire. The sufferers in all these cases are the people living South of Jawahar Tunnel who, unlike Kashmiris, wish to live in peace. Despite Indian & Pak DGMOs proclaimed ceasefire, Pak violated it and inflicted extensive loss to the life, livestock and property in Arnia and Pargwal and the terrorist spared no thought in violating Ramzan Ceasefire and launching attacks. It anguished Dogras more.
Dogras by and large are stoic people. Apparently they accept what they get. They don’t complain, protest or harbor grievances. They are the promoters and believers in justice. Being stoic, Dogras are culpable to any aggression. They generally relent. Fight for the rights is rare. They trust their leaders. They believe them to be good and just. In a democracy, we can have a just leader if we elect / choose one or deserve one. But the politics prevails over democracy and we don’t get what we want. The cult of just leaders / rulers has become alien to J&K after Maharaja Hari Singh’s rule. Last the Dogras agitated was in 2008 over Shri Amarnath Land row. 20th May Dogra Swabhiman Rally, in which over a lakh people got mobilised, is almost an exception in the recent history and a remarkable leap forward in search of a Dogra leader.
Every action has an equal and opposite reaction. Good actions beget good consequences and vile actions will lead to bad reactions. As long as we identify with right actions, we remain the beneficiaries of good results and as long as we identify with falsehood it will get us corresponding bad results. The experiences of the last seventy years show that Jammu is subjected to vile reactions despite good actions. It is discriminated indiscriminately. It is subjected to various scandalous and defamatory accusations. Last nail in the coffin is Rasana case which is deliberately projected as hate crime against Muslim community. But Jammu is now bouncing back. I see Jammu making virtue of the vile.
BJP which is ruling at the centre and is a coalition partner in J&K believes that only way to keep the coalition going is by appeasing the valley. Having understood it, Kashmiris are exploiting it to the hilt. Illegal immigrants have been settled on the outer periphery of Jammu City especially in Bathindi, Sidhra, Narwal and Chhanni-Chowadi clandestinely. Hence the Hindus, Sikhs and Christians are becoming sensitive to carefully orchestrated demographic changes. Recent pro-nomadic   notification, giving illegal protection to nomads from eviction and encroachment enables Rohingyas, Bangladeshis, land mafias and separatists to occupy unoccupied land any where they find it in Jammu. It is alarming. As it keeps happening, attrition continues and Jammu continues squeezing. Forced migration from Jammu is exactly what the masterminds want.
It is no secret that Rohingyas are a criminal tribe. They are involved in human trafficking, drugs and arms smuggling. They have continuously been slaughtering Hindus and Buddhists and raping their women in Myanmar. Reports about mass graves discovered in Rakhine State had hit the headlines last year. According to this report  Rohingya Salvation Army killed 53 Hindus in Maung Seik village cluster in Northern Maungdaw of Rakhine. As per the International Amnesty report, 99 Hindu women and children were massacred by Rohingyas in August 2017.
The report also revealed how the Hindu men, women and children were robbed, bound together and butchered. Hence let us ask BJP; (i) Why should they be in Jammu which is very close to the international border and subjected to infiltration, ceasefire violations, terrorist attacks and communal sensitivities, (ii) Isn’t it an attempt to change the demography of Jammu and make it insecure for its peace loving residents, (iii) If so, why don’t you act and if not, why don’t you speak.  Alien settlements are broadly connected to pro-nomadic instructions. Planned settling of aliens in Jammu is an act of treason by the masterminds. Hence another key safety and security issue for the people in Jammu is long simmering. And the BJP must realize that the overwhelming mandate of 2015 in Jammu was to correct the civilisational distortion and not to enjoy the perks of power alone turn by turn. Jammu must be cleared of the Rohingyas at the earliest.
