The J&K School Education Administrative Department Civil Secretrait Srinagar Kashmir was kind enough to regularize 816 Officers and Officials in various Cadres/Disciplines through Departmental Promotion Committee headed by the Commissioner/Secretary to Govt. J&K School Education Department including the Regularization orders of 388 incumbents including Joint Directors, CEO{s} and Lecturers in the discipline of Botany, Chemistry, Economics and EVS two years ago vide various Government orders Dated October 18, 2019 but the Regularization orders of Lecturers of all disciplines who also deserve the regularization besides the left over Joint Directors, CEO{s}, Principals, Head Masters and Equivalent have not been issued their Regularization orders till date which is sheer discrimination with these employees.
These employees have submitted their service particulars, Integrity/Degree Certificates and other requisite documents to the Administrative Department couple of times through proper channel but even then the regularization orders stand nowhere issued in their favour on the pretext of non-vigilance clearance which the department is supposed to clear itself. It is pertenent to mention it here that most of these employees have retired, many more likely to retire and even some of them have left to heavenly aboard.
Whenever these employees met the concerned authorities with the request to issue the Regularization orders they were given the verbal assurances that their orders are in the pipeline but till today the Regularization orders stand issued nowhere.
It is very strange and surprising that the Incharge Lecturers promoted vide Government Order no. 298-Edu of 2019 dated 16-09-2019 and others are not even paid the charge allowance which they deserve as they perform the duties as I/C Lecturers.
In addition to the above, it is submitted that for the past 9 years no regularised Lecturer of all the disciplines have been granted the Senior Lecturer promotion/Incentive when no. of these posts are lying vaccant due to retirement and higher promotions etc.
Therefore, keeping the above facts and submissions in view, it is requested to the Commissioner/Secretary to Government J&K School Education Administrative Department Civil Secretrait Jammu who happens to be the Head of the Departmental Promotion Committee to be kind enough to kindly direct the down-ladder Officers and Officials to expedite the Regularization process.
