38 junctions to have hi-tech cameras, PHQ wants facility at 28 more points

JAMMU, Oct 29: Finally, the Intelligent Traffic Management and City Surveillance System along with Integrated Command and Control Centre will be in place in Jammu by the end of next month as work is apace on both the projects which will act as a decision support system for the administration and capture live events at 38 junctions of Jammu City.
Moreover, work on 28 more junctions, which otherwise don’t have traffic signals, will begin within next few months as requirement of general surveillance through hi-tech cameras has been projected by the Jammu and Kashmir Police Headquarters before the Jammu Smart City Limited from general law and order point of view.
Official sources told EXCELSIOR that the work on Integrated Command and Control Centre (ICCC) is apace on the first floor of the building of the Jammu Municipal Corporation at Town Hall and within next few days the process of installation of video walls and networking will begin by the company engaged by Jammu Smart City Limited for the project. The work is slated to be completed in all respects by the end of next month, they added.
The Smart Cities Mission of Government of India lays emphasis on setting up of Integrated Command and Control Centre (ICCC) for the city and Jammu ICCC has been envisaged to be the brain for city operations which will act as a decision support system for city administration by consuming data feeds from edge devices and different departments such as Municipal Corporation, Police, Transport, Water, Fire and Emergency Services etc and empowering the officials to make quick and informed decision based upon the real time events.
Similarly, work on Intelligent Traffic Management and City Surveillance System, which will enable users to be better informed and to make safer, more efficient, coordinated and smarter use of transport networks will be completed by the end of next month, sources said, adding the broad objectives include traffic monitoring and enforcement, route optimisation, green corridor, reduction in pollution levels and traffic jams, accident detection etc through usage of high resolution fixed box camera to capture the live events.
The Intelligent Traffic Management and City Surveillance System will be in place at 38 junctions having traffic signals. Against the requirement of installation of around 170 poles around 158 have already been installed and at present camera mounting exercise is being conducted and the same will be completed well before the end of next month, sources said.
The salient features of this system include automatic number plate recognition, traffic violation detection system and enforcement, red right violation, no helmet, triple riding, no seat belt, mobile usage while driving and wrong parking. Moreover, this system will help the Traffic Police in automated e-challan generation.
They further said that this system will ensure round the clock surveillance along with video management solution and detect human loitering, abandoned objects, persons falling as well as throwing of garbage by the vehicle operators as well as pedestrians. The live video from cameras installed at 38 junctions will be available at Integrated Command Control Centre, Traffic Police Headquarters at Gulshan Ground and Police Control Room, Parade through secured optical fiber network.
According to the sources, after making Integrated Command and Control Centre and Intelligent Traffic Management and City Surveillance System functional, the Jammu Smart City Limited will shift focus towards 28 more junctions which though don’t have traffic signals but need surveillance from general law and order point of view. These junctions have been identified by Jammu and Kashmir Police Headquarters for installation of hi-tech cameras having linkage with Integrated Command and Control Centre.
“The procurement of cameras and other items for these 28 junctions has already been started and before the delivery of these items the Jammu Smart City Limited will get the poles installed through the company already engaged for work at 38 junctions and every effort will be made to make the cameras at additional 28 junctions functional as early as possible”, sources informed.
