Infrastructure in Govt schools

We the people of India are shocked to know the crumbling State of infrastructure in our Government run schools throughout Jammu and Kashmir. The data base of schools in India developed by National University for Education through its Unified District Information system displays an appalling situation for all of us.
A large number of schools are without basic facilities like electricity, drinking water, toilets for children despite the fact that Union Government is funding many schemes to that effect. It therefore remains difficult to understand as to how we could reach such state of affairs despite having a well-staffed education department under Ministry of Education. As per data published by UDISE for year 2017-18 more than sixteen thousand schools are without basic electricity connection, more than five thousand schools without any water facility and around five hundred schools have no toilet facility at all. The situation is no better in any of the twenty-two districts of Jammu and Kashmir and this very clearly shows how the private entrepreneur is making wealth out of this sector.
We find privately run schools in every nook and corner of the State and the government run schools are running out of admission of students and few of them have less number of students than teachers. Today, we speak of Government run smart schools in many other states with latest technology to impart comparative education to children with more emphasis on primary education. At the same time, children of poor citizens who can hardly afford substantive fee to private schools are left to suffer in such inhuman conditions where as our constitution provides for free education for all up to the age of 14 years. We must feel ashamed of responsible officials and public representatives who remained in power and allowed this to rise to such situation very conveniently. We must also rise to fix their accountability and bring them to book otherwise future generations will not spare us.
