Induction Level Training for DDOs

For running any government institution,it is essential that the controlling officer  should be equipped with the necessary professional and administrative skills and knowledge to handle accounts in order to run the institution in an efficient manner.For this purpose it is imperative that these officers should be provided requisite training in these fields with the objective of enhancing the standard of their performance and thus bridging the gap between actual performance and desired performance.Training also develops new occupational skills, knowledge, understanding and moulds them in the desired direction to make them efficient officers. But it has often been observed that many officers vested with the drawing and disbursing powers are not conversant with the rules and regulations as prescribed in CSR in terms of fixation of pay at the time of appointment/ promotion,noting and drafting, filing and paging of papers, leave rules,preparation of pension cases, maintenance of cashbooks,writing Inspection reports and ACRs, preparation and processing of paybills,TA bills,preparation of budget estimates, mainntenance of service books and recording enteries thereof etc.They also need training in spheres such as sanctioning of various types of leaves,preservation / destruction of old record,sanctioning of GPF,procedure for purchase of stocks and stores etc.They also need to be sensitisized about the rationale and importance of RTI, and operationalization of New Pension Scheme.
But generally what happens is a good number of DDOs are not equipped with these competencies with the result that the output in their offices is not so efficient and productive and subordinate officials serving under their control have to suffer a lot due to improper maintenance of their service record and lack of experience to handle their charges properly.Therefore,it is imperative that at the time of promotion of an official/ officers to the level of a DDO, he/ she should be imparted induction level training to acquaint them with necessary knowledge and competencies so essential for carrying out work pertaining to accounts and administration.
