I&C Deptt issues slew of directions to officers for smooth working

JAMMU, Dec 27: The Industries and Commerce Department today issued a slew of directions for smooth functioning of the Department and attending to needs of the people and staff.
The directions were passed by Principal Secretary to Government Industries and Commerce Department Navin K Choudhary as a part of further streamlining the Department in the year 2020.
Choudhary has directed review of all Recruitment Rules in the Department and submission of the revision latest by January 15, 2020. He said the review should take into account the emerging needs as well as academic qualifications now available in the market.
He also ordered review of administrative hierarchy and proposal for restructuring in terms of abolition of redundant posts as well as creation of new ones as per emerging requirements, also latest by January 15, 2020.
“Filling up of vacancies at various levels should be taken up immediately with the concerned authorities but only after review of Recruitment Rules as well after carrying out administrative hierarchy,” Choudhary directed.
He order constitution of the Departmental Promotion Committees (DPCs) pending promotions at various levels. He also ordered that this exercise should be completed by January 31, 2020.
The Principal Secretary Industries and Commerce Department directed the officers to carry out administrative inspection of all offices under their jurisdiction latest by February 29, 2020. He ordered that such administrative inspection in addition to routine matters should focus on two key areas—services of delivery to the public as well as disposal of public grievances.
He called upon the officers to take very seriously all applications filed under the RTI Act and give their reply within the prescribed time. He also called for upgrading and updating website of the Department within the first week of January 2020.
Choudhary hoped that all Head of Departments (HoDs) will go through all court case files at their level and will not delegate them below. He directed the officers to go through all court case files and wherever consideration is required, it should be done within two weeks.
“All HoDs will prepare a list of departmental proceedings pending against their staff at various levels. All such departmental proceedings should be taken to logical conclusion latest by February 29, 2020,” the Principal Secretary Industries and Commerce said.
He directed that the Annual Performance Reports (APRs) of the subordinates should be written in a prescribed time as it derails and delays their promotion to the next level.
