REASI, Mar 31: As the number of quarantine increases amidst possible chances of mixing of asymptomatic and symptomatic cases, the District administration Reasi has now started home quarantine with a three tier strict surveillance by village to block level committees.
For the first tier check, COVID-19 Village Level Surveillance Committee (VSCs) are being established per revenue village under over all surveillance of the Panchayat Sarpanch. Panches, AASHA workers, Anganwadi workers, GRS/VLW, Lambardar/Chowkidar, Chemists and RRT/Teachers will be members of the VSCs, which shall report to their respective Sub-centres twice a day about the home quarantine for 28 days.
The committee shall paint a yellow circle of 20 inches in diameter on the front wall/gate of such house along with the date of completion of home quarantine. While painting the circle, the surveillance team shall inform the neighbours to keep a watch on the person quarantined. If the quarantined person is found violating the SOP, villagers are responsible to inform their respective VSCs.
There is mandatory 100 percent ground visit by the VSCs, which can forward their queries with respect to COVID-19, if any, to District COVID-19 Control Room/Medical officers of PHC.
Sub-centre Surveillance Committee with FMPHW and Pharmacist shall be the second tier check. Besides checking the home quarantine house at least once, the SSC shall gather information from VSCs and then report to Block Surveillance Committee (BSC). Chief Medical Officer shall ensure that SSCs also visit the home quarantine once in 14 days period and counsel the neighbourhood/Panchayat about Dos and Don’ts of home quarantine.
For the 3rd tier check, there will be Block Surveillance Committees, which shall seek report from the Sub-centre Surveillance Committee and then report to the COVID-19 District Control Room. BDO, Principal Higher Secondary School, Chairperson BDC and Medical Officer shall be the members of the committee of this level.
The Block Surveillance Committees shall coordinate for evacuation of patients from home quarantine to hospital at the need of hour and also address administrative issues of VSCs, SSCs, issuance of COVID kits to VSCs, vehicle, etc.
Pertinent to mention that since last one month, the mechanism to contain COVID-19 in district Reasi was based on only institutional/ administrative quarantine, which were basically established in Guest House/Dak Bunglow, hospitals, schools, Sarai and Dharamshalas. As on date, there are 402 persons in quarantine in district Reasi and 107 of them have been discharged and are undergoing home surveillance. Five of such persons have completed home quarantine also.
