JAMMU, Dec 9: The Union Home Ministry has urged the State Government to take appropriate action regarding the long pending unresolved plight of retired migrant employees from Kashmir valley.
In a letter written by Under Secretary to Government of India, Anil Kumar to Chief Secretary UT of Jammu and Kashmir has urged him that an Action Taken Report (ATR) be also sent at the earliest to Union Home Ministry in this regard.
While referring to two representations made by Dr Manoj Nazir, president Agriculture Displaced Employees Welfare Association (ADEWA) and Pamposh Koul convener Kashmiri Migrant Retired Employees Forum (KMREF), the Union Home Ministry has sought appropriate action to be taken in the matter by UT Government.
The two representatives of the displaced employees in their representations have sought the intervention of the Union Government in settling the long pending cash in lieu demand of the migrant employees. They said that hundreds of the displaced employees from Kashmir Valley have been deprived of this benefit after their retirement which they were otherwise entitled to.
They said that the migrants posted in Ladakh UT soon after their displacement from Valley in 1990 for a period of two years were later not adjusted any where after their transfer and they too have been deprived of this benefit.
In their representations submitted to Union Home Ministry they said that they had served the various departments in erstwhile J&K State for over 30 years and depriving them of the cash in lieu benefits is a grave injustice with them. They said the migrant employees were awarded other benefits that a regular employee deserves, cash in lieu strangely stands out as an exception albeit unfortunately for the wrong reasons.
They further said that migrant employees did not chose to leave the Valley voluntarily and the exodus was forced on them by the anti national elements and terrorists. During the years of turmoil also the migrant employees performed their duties to their best capacity and sincerely where the Government desired to engage them.
The representatives of migrant employees and pensioners have sought immediate intervention in the matter for settlement of this long pending issue.
Dr Manoj Nazir who also called on Anil Kumar Under Secretary GoI in New Delhi last week discussed the issue threadbare with him. He said that he was given assurance by Anil Kumar that the issue will be settled as GoI is fully aware of the problem.
It may be recalled that hundreds of retired migrant employees were deprived of the cash in lieu benefit by previous J&K Government on the pretext that their migration period should not be treated on duty. However contesting the same the displaced employees put strong arguments before the successive governments that they did not leave the Valley on their own but were forced to flee by the terrorists and separatists supported by Pakistan who had led loose a reign of terror in Valley and the Government failed to provide protection to the minorities there.
