HC seeks report on mortality rate of infants

SRINAGAR, Sept 26: The High Court has sought updated status report from G B Pant Hospital on mortality rate of infants in the Hospital since  2012 till date.
Division Bench of Chief Justice Badar Durrez Ahmad and Justice Ali Mohammad Magrey passed the direction in PIL filed way in 2012 when about 350 infants died in the hospital during five months.
Court after perusal of status report filed by the authorities of G B Pant Hospital said that it does not indicate the complete picture with regard to number of infants died in the hospital since 2012 till date.
Court further added that the information of mortality rate should have been on monthly or quarterly basis.
Court said it is necessary to have the position of mortality rate at present in the hospital as the counsel for the hospital submitted that the mortality percentage has been brought down by implementing  various measures as directed by the court.
Court during the proceeding has been informed that in 2012 there have been 350 deaths of infants in GB Pant Hospital. Court asked the Medical Superintendant of hospital and his counsel to inform the court the mortality rate since from 2012 till date.
Court said the report filed details out only facilities available in the hospital and there is no mention of mortality rate. Medical Superintendant also informed the court that in 2012 out of 2590- 350 died in both IPD & OPD in five months. He further said that 3.2 percentage (approximately) of mortality is at present.
Court has already observed, the facilities in peripheral hospitals is insufficient and need to be strengthened at the level sub-centre, Primary Health Centre, Community Health Centre, Sub-District and District Hospitals.
Court has already said that there is necessity to galvanize the health administrative set up in the whole state and effective steps are required to be taken.
The court was hearing a Public Interest Litigations filed by in the aftermath of large scales deaths in the Children’s Hospital here in 2012.
Court in its earlier order has also ruled that the child even when in womb of the mother must have all the basic human rights available to him which include proper nutrition and medical care.
A child being a repository of future of nation, “earnest efforts have to be made by one and all to take care of a child when he is in womb of his mother as also when he breathes on the planet”, court had said.
It was also observed that it is duty of the court to ensure that the basic human rights are made available to both mother and the child.
