HC seeks reply from GAD, PSC

Srinagar, May 12: The High Court has sought reply from the General Administration Department and Public Services Commission in the plea seeking CBI probe against the officials of the PSC for producing the records of Combined Competitive Examinations before the court.
The Division Bench of Chief Justice Pankaj Mithal and Justice Moksha Khajuria Kazmi sought reply from GAD and PSC to the application moved by four persons against PSC.
They, in their application, submitted that CBI investigation be conducted against the then Chairman, Controller Examinations, Secretary of PSC for committing gross illegalities and the records produced before the Jammu wing of High Court which as per the applicants speaks differently than the record produced before the Srinagar wind of High Court.
Their submissions before the court was that  the  JKPSC   has submitted contradictory counter affidavits, data and record in Jammu wing of High Court and in Srinagar wing of High Court in reply affidavit filed in other matter.
They contended that the matter  be referred to the CBI for full investigation as the JKPSC has intentionally cheated and misrepresented the High Court at Jammu and Srinagar respectively.
They challenged the common judgment of single Judge with regard to the Jammu & Kashmir Administrative service (KAS) selection 2011 conducted by JKPSC in which as per their claim the  Commission (PSC)  crossed all the records of frauds and illegalities and violated all the norms of selection process.
The Division Bench had directed PSC to produce entire record of the selection in question in Court in a sealed cover and the  counsel appearing for JKPSC submitted that the relevant record of selection of question has been submitted before Registrar Judicial Jammu Bench.
That Court directed Registry to summon the record from Jammu wing for perusal. They submitted that to peruse the record of PSC is the relevant record pertaining to selection in question submitted by JKPSC is real one or manipulated/forged one because the record/data submitted by JKPSC in Jammu wing an appeal is contradictory and different with the counter affidavits/data filed at Srinagar wing.
