JAMMU, Aug 19: High Court has directed the Chief Transport Officer and Municipal Veterinary Officer of Jammu Municipal Corporation to provide information with regard to sterilization of dogs and other issues relating to the welfare of the animals to the animal activist within 7 days in accordance with the rules applicable.
The direction was passed by Justice B S Walia in a writ petition filed by Devinder Kaur Madaan alias Rumpy Madaan seeking directions to the Jammu Municipal Corporation to furnish the information sought by her through three different RTI applications.
Advocate Sheikh Shakeel Ahmed with Advocates Rahul Raina and Supriya Chouhan appearing for the petitioner submitted that the petitioner being animal lover in order to ascertain information with regard to the sterilization programme of dogs and other issues relating to welfare of animals made 3 RTI applications to the PIO, Chief Transport Officer and Municipal Veterinary Officer of Jammu Municipal Corporation.
However, these authorities vide their communications No.VPHS/MVO/161 dated 18-07-2017 and No.JMC /TPT/469-72 dated 22-07-2017 intimated the petitioner that the information sought by her was ready and the petitioner was asked to deposit an amount of Rs 5,000 and Rs 2,000 respectively as photostat charges in the single window counter of Jammu Municipal Corporation.
Advocate Ahmed further submitted that the petitioner on August 3, 2017 deposited the photostat charges vide GR No.47129 dated 03-08-2017 and GR No.47130 dated 03-08-2017 so as to enable the JMC to furnish the information which was lying ready since 18-07-2017 and 22-07-2017.
After considering the submissions of both the sides, Justice B S Walia directed the Chief Transport Officer and the Municipal Veterinary Officer, Jammu Municipal Corporation to supply the information with regard to sterilization of dogs and other issues relating to the welfare of the animals to the petitioner within 7 days in accordance with the rules applicable.
