Srinagar, Dec 16: High Court today directed Director General of Police (DGP) to hand over the investigation of FIR relating to acid attack on a law student last week to the officer of the rank of Superintendent of Police and directed Inspector General of Police, Kashmir to monitor the investigation.
The Division Bench comprising Justice MH Attar and Justice B L Bhat directed the DGP to hand over the investigation of the case to the officer of the rank of SP.
In a Public Interest Litigation filed by Bar Association after the incident took place, court after hearing advocate B A Bashir observed that the neglected women folk require immediate relief from the cruel and brutal treatment by some beasts wandering in the society. “The issue raised in this petition is of considerable public importance. The women folk, otherwise, neglected part of the society, require immediate respite from the in-human treatment to which they are subjected to by some beasts roaming in the society”, court said.
Court also directed Inspector General of Police, Kashmir to monitor the investigation and file compliance report before the court.
With regard to immediate aid to the victim court while quoting the direction of the Supreme Court, DB directed Chief Secretary of the State and Divisional Commissioner Kashmir to comply the directions of Supreme Court passed in Laxmi Vs Union of India without any delay.
Supreme court had directed for payment of Rs 3 lakhs to the acid attack victims by the State Government or by the Union Territory as the case may be and one lakh of this amount be paid to such victim within 15 days of happening of such incident.
Court added that the amount of Rs.3 lakhs shall be paid to the victim, in the manner it has been directed by the Supreme Court and further directed Chief Secretary to forthwith implement all the directions of the Supreme Court and submit compliance report by next date.
In the meantime, Inspector General of Police Kashmir, A G Mir, chaired a high level meeting of senior officers to review the investigation into the case FIR No. 136/2014 regarding the incident of acid throwing in the jurisdiction of Police Station Soura.
The meeting was attended by DIG CKR, SSP Srinagar, SP Hazratbal and members of Special Investigation Team (SIT) investigating the case. Police have got several leads and investigators are working round the clock to work out the case in as soon as possible. The IGP directed SIT that different teams which have fanned out in all directions should track down guilty at an earliest. The IGP sought a daily briefing from the investigators with regard to the progress and developments of the case.
