HC closes PIL seeking implementation of SD&ES

Srinagar, Feb 10: High Court has closed the Public Interest Litigation seeking implementation of Skill Development and Employment of Schemes in J&K after the authorities informed the court that the same are under implementation
The Public Interest Litigation was initiated on the suo moto action by the Court on the basis of the reports appearing ‘Daily Excelsior’ which refers to lack of skill development and employment opportunities to the youth Jammu and Kashmir.
The court while initiating the action was of the view that newspaper reports brings to the fore deficiencies in the implementation of the Himayat Scheme of the Department of Rural Development and Panchayat Raj, therefore, intervened in the matter by initiating suo-moto proceedings.
The Division Bench of Chief Justice Pankaj Mithal and Justice Ali Mohammad Magrey closed the PIL after perusal of the report filed by Rural Development Department as well as State Legal Services Authority from time to time.
One of the status report states that Himayat programme is a placement linked skill programme for unemployed youth of Jammu and Kashmir under Deen Dayal Upadhayaya Grammeen Kaushalya Yojana Scheme (DDU-GKY) of Ministry of Rural Development, Government of India and the same is being implemented in the State of Jammu and Kashmir.
It also gives details of the funds released by the Ministry of Rural Development as well as Department of Rural Development & PR in favour of HMMU, JKSRLM year wise. The programme is being implemented in partnership with the implementing agencies and that 48 proposals/projects implementing the Scheme have been sanctioned by the Himayat Mission Management Unit.
Another report which provides that online registration facility is available to the youth for undergoing skill training under the Himayat Programme and in addition to the already sanctioned 62 projects under Himayat, Himayat Mission Management Unit is also in process of placing 24 more projects for skilling of 20702 candidates before Apex Committee for Himayat, the designated Project Approval Committee, for their consideration and approval. It also mentions that a total of 16144 candidates have completed training and that 5734 are under training as on November 30, 2020.
“In view of the aforesaid status report, it is apparent that due publicity has been given to the Scheme and that the programmes under Scheme are being duly implemented for which necessary funds have also been released”, DB recorded while closing the PIL
DB in these facts said that there is no need any further for monitoring the issue by the court is required with regard to the implementation or speeding up of the Himayat Scheme and accordingly directed to close the matter.
