JAMMU, Jan 11: Supporting the agitation launched by students and unemployed youth against the new Recruitment Policy, Panthers Party chairman Harshdev Singh has said that the proposed policy is highly discriminatory, illogical, irrational and unconstitutional.
He questioned the rationale behind the proposed policy ordering payment of only a fixed percentage of salary for the first five years and said that it was in violation of fundamental guarantees enshrined in Chapter III of the Constitution of India.
“The order is violative of legally established Principle of ‘equal pay for equal work’ besides contravening Art 14 and 16 of the Constitution of India as applicable to the State of J&K,” he explained adding that even if an SRO is issued or the Recruitment rules are amended, the same fail the test of judicial scrutiny.
Harshdev Singh further said that equating the fresh Government recruitments on regular basis by PSC and SSB with the Rehbar-i-Taleem (ReT) Scheme was highly misplaced. “The ReT scheme was a localized mode of selection for providing teaching staff in the remote areas so as to cope with the chronic staff deficiency in educational institutions without their transfer while the recruitments made by PSC and SSB are based on open competition in which highly meritorious candidates participate in broad based selection process,” he explained.
Calling for immediate revocation of the new Employment Policy, he said the Government should explore the avenues for meeting the financials requirements on account of newly created posts rather than taking such a retrograde step.
Mr Singh urged upon all MLAs irrespective of the political affiliations, to oppose the new Employment Policy, so as to prevent the miscarriage of justice and safeguard the interests of educated unemployed youth.
