JAMMU, May 23: With majority of the roads constructed in Ramnagar constituency in the past under PMGSY in a dilapidated condition and desperately crying for repairs, the local transport operators have declined to ply their vehicles on such roads.
Interacting with the deputation of Matador, Tempo operators of Ramnagar area here today former MLA Ramnagar and chairman of NPP Harsh Dev Singh lamented that despite incurring huge expenditure running in hundreds of crores on the said roads they were rendered unfit for traffic courtesy the corruption plagued system.
He said that despite huge maintenance grants having been withdrawn during the last two years and shown in the records to have been incurred, there was no visible sign of such repairs, renovation or maintenance having been executed on the ground.
Harsh Dev further said that in reply to an RTI application filed by him, several sensational revelations had come to fore. He said that huge amounts had repeatedly been withdrawn for the same roads with no maintenance visible an ground. He expressed dismay that same PMGSY roads were shown to have been repaired and renovated/maintained simultaneously by both PMGSY as well as Rural Development Department under MG-NREGA in their respective records thus providing the most glaring example of patronized frauds in Govt functioning.
He said that the RTI reply further revealed that maintenance works had been allotted by the officers concerned to blue eyed contractors having no experience in construction works and without floating any tenders in total disregard for financial code and Book of Financial powers. He said all the said roads were exactly in the same condition in which they appeared prior their repairs and maintenance. Cautioning the authorities to stop ducks and drakes with public money, Singh said that politician-contractor nexus in Ramnagar shall be fully exposed.
Accusing the PMGSY Division Ramnagar of circumventing all SOPs and financial norms, Singh further expressed dismay over the abuse of Govt vehicles and POL for personal use. The vehicle and POL which were to be used by the officer concerned within the territorial jurisdiction of PMGSY Division Ramnagar was being used for private travels to Jammu on daily basis, disregard for all norms and financial procedures.
