Gramin road flop

Twenty-four rural road schemes, meant for connectivity in the districts of Doda, Kathua and Reasi have flopped because the contractors have absconded and left the work incomplete and half way. This is a centrally sponsored project called Prime Minister’s Gramin Sarak Yojana (PMGSY). The project started with an ill omen because from the very beginning it was dogged by severe hurdles, first in obtaining clearance from the forest department, and then in acquiring the land from the revenue department. Having overcome those hiccups, the work was entrusted to M/S GVPR Engineering Ltd. at a cost of 156.93 crore rupees. The contractor agency hardly completed 35 to 50% of total work when it halted and disappeared from the site. Reports say the company is faced with internal dispute. Whatever be the reason, the government should have ensured verification of company’s antecedents before signing the contract. Did the company fulfil requisite conditions, nobody knows. Obviously, the affected people will protest because they need connectivity to facilitate running of day-to-day life. The concerned department should take immediate steps to see that the company resumes work in question and brings it to completion within the stipulated time.
