Govt working on setting up a paperless department

NEW DELHI, Dec 10:
Telecom and IT Minister Kapil Sibal today said the government is working on having a paperless department.
He, however, said it will not be possible to achieve this without collaborations among various departments.
“Secretary (of Department of Electronics and IT) was talking to me about… We want government of India having one department bereft of files, e-filing,” Sibal said while speaking at Web Ratna Awards 2012 here.
Though the government has the concept, but Sibal said the process to have provision of e-filing is not in place.
“Physical files move from one place to another. Lot of photocopies have to be made. You can imagine the time that is wasted in making photocopies,” Sibal said.
The Minister added that millions of tonnes of paper are wasted in making photocopies of government’s file that have repercussion on environment and said the e-filing process will not be successful unless government departments collaborate.
“If we have one department with e-filing and you have another department that does not believe in e-filing then we are back to square one,” he said.
Sibal said collaboration among government departments for e-governance can eliminate corruption.
He also suggested a ‘Web Ratna’ award in the category of collaboration among government departments.
“Imagine what you can do in this talk of corruption. You can eliminate corruption…Problems of society can be resolved through systemic way. Problems of society cannot be resolved through individual intervention. Human intervention is required when system does not allow change,” he said.
The Minister said the government needs to work on web structure that is unified, holistic along with creating an appropriate affordable device through which consumer can access information and allow private and public sector to develop content.
Meanwhile, Minister of State for Communication and IT Milind Deora said government officials need to create talent with entrepreneurial attitude for delivery of public services.
“Eliminating human interface will reduce complexity in delivering public services. To achieve this, it is extremely important to create talent of entrepreneurial gene,” he said.
On the occasion, MoS for Communications and IT Kruparani Killi inaugurated a new version of the national website.
“Today there are more than 7,000 web portals delivering government services and information. The new version of National portal is accessible to differently abled people and it meets other international standards,” Killi said. (PTI)
