Govt views violation of MCC seriously

JAMMU, Mar 11: The Government has viewed seriously the violation of Model Code of Conduct in the form of transfer orders, the complaints of which have also been received by the Chief Electoral Officer (CEO) of Jammu and Kashmir.
A Government order issued by the General Administration Department (GAD) said: “some complaints have been received by the Chief Electoral Officer regarding issuance of orders of transfer and postings in some Departments after the enforcement of Model Code of Conduct.
“The issue has been viewed seriously being in violation of the instructions issued vide Circular No. 12-GAD of 2014 dated 5.3.2014 regarding announcement of schedule for the general elections to Lok Sabha and imposition of Model Code of Conduct”.
The Government has again directed all officers and officials to strictly adhere to the guidelines of the Election Commission of India regarding the procedures to be followed during the Model Code of Conduct, which have already been circulated vide Circular No. 12-GAD.
Meanwhile, the Election Commission of India has also directed constitution of district wise Committees for prevention of storage and illegal distribution of liquor during elections. It has also asked for furnishing of daily liquor monitoring report as per the formats provided by it to the District Collectors.
Complying with the order issued by the Election Commission of India, the Excise Department has directed all the District Excise Officers to strictly comply with the instructions issued by the Election Commission regarding movement, sale and storage of liquor in their areas.
“The District Excise Officers would ensure implementation of J&K Excise Act and Rules framed there under in addition to the responsibility assigned to them,” the Excise Department order said.
Deputy Commissioner Excise (Executive) Anuradha Gupta would be provincial head of the Committee for Jammu division while Gulzar Ahmad Dar, Deputy Excise Commissioner (Executive), Kashmir will be provincial head of the Committee for Kashmir division to monitor cross-border illegal movement of liquor during the elections and check movement, sale and storage of liquor.
Dr Mushtaq Ahmed would be head of Check Post/Toll Post Lakhanpur while four officers have been assigned the charge of areas falling under Check Post Lakhanpur and areas connected with Himachal border and Punjab border.
Vikas Dhar Bagati will be Incharge of Railway Station Jammu along with two other officers who would monitor Railway Station, Jammu and Railway Station, Bari Barahamana.
Joginder Jasrotia along with Ghulam Mustafa would manage Railway Station, Udhampur.
The Excise Department has also set up areas wise teams to prevent storage and illegal distribution of liquor in the entire State, sources said.
