11 JKAS officers too looking after more than one deptt

JAMMU, Dec 6: The Government of the Union Territory of Jammu and Kashmir is trying to streamline the functioning of civil administration with proper allocation of work among the bureaucrats as at present large number of officers are holding the additional charge of different departments.

Official sources told EXCELSIOR that as 17 Indian Administrative Service (IAS) besides one Indian Forest Service (IFS) and one Indian Police Service (IPS) officers and 11 officers of Jammu and Kashmir Administrative Service (JKAS) are holding additional charge of different departments, the Government is trying to evolve a mechanism to ensure proper allocation of work.
As per the information available on the website of General Administration Department, Shaleen Kabra, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department is holding additional charge of the post of Financial Commissioner Revenue and Administrative Secretary Estates Department while as Shailendra Kumar, Principal Secretary Agriculture Production Department is holding the additional charge of the post of Administrative Secretary of Forest, Ecology and Environment Department.
Chandraker Bharti, Principal Secretary to Government Home Department is holding additional charge of Administrative Secretary, Disaster Management, Relief, Rehabilitation and Reconstruction Department while as Santosh Dattatraya Vaidya, Principal Secretary to Government Finance Department is holding the additional charge of the post of Administrative Secretary, Information Technology Department and Chairman and MD of JKIDFC and CEO JAKEGA.
Dr Rashmi Singh, Commissioner Secretary Hospitality and Protocol Department is holding the additional charge of the post of Resident Commissioner J&K Government, New Delhi and post of Administrative Secretary of Higher Education Department
P K Pole, Chief Electoral Officer is holding the additional charge of the post of Commissioner Secretary to the Government, Election Department while as Kumar Rajeev Ranjan, Administrative Secretary Labour and Employment Department is holding the additional charge of the posts of Administrative Secretary, Skill Development Department and Revenue Department.
Secretary to the Government, Public Works (R&B) Department Bhupinder Kumar is holding the additional charge of the post of Director Census Operations and Director of Citizen Registration for the Union Territories of J&K and Ladakh. Ramesh Kumar, Divisional Commissioner Jammu is holding the additional charge of the post of Additional Chief Executive Officer (CEO) Jammu Metropolitan Region Development Authority.
Mohammad Aijaz, Administrative Secretary of Department of Rural Development and Panchayati Raj is holding the additional charge of the post of Administrative Secretary, Civil Aviation Department and Civil Aviation Commissioner, Public Grievances and Chief Executive Officer (CEO) of J&K Economic Reconstruction Agency (ERA).
Rahul Yadav, Mission Director HADP is holding the additional charge of the post of Special Secretary to the Government, Agriculture Production Department while as Owais Ahmed, Commissioner Srinagar Municipal Corporation is holding the additional charge of the posts of CEO Special Purpose Vehicle for Srinagar City for implementation of Smart City Project.
Ch Mohd Yasin, Managing Director Jammu Power Distribution Corporation Limited is holding the additional charge of post of Managing Director Kashmir Power Distribution Corporation Limited while as additional charge of the posts of Chief CEO Mission Youth and Mission Director Mission YUVA has been given to Shahzad Alam, Director Employment J&K.
Devansh Yadav, Commissioner Jammu Municipal Corporation is holding the additional charge of the post of CEO Special Purpose Vehicle for Jammu Smart City. As far as inter-cadre deputation officers in J&K are concerned, Suresh Kumar Gupta (IFS), Principal Secretary to Government Culture Department is holding the additional charge of the post of Administrative Secretary School Education Department while as Vikramjit Singh (IPS), Commissioner Secretary to Government Industries and Commerce Department is holding the additional charge of the post of Administrative Secretary Mining Department.
As far as Jammu and Kashmir Administrative Service (JKAS) officers are concerned, Bashir Ahmad Khan, Secretary in the Social Welfare Department is holding the additional charge of Director General, Sheep Husbandry Kashmir while as Khalid Jahangir, Managing Director J&K Trade Promotion Organization is holding the additional charge of the post of Director Entrepreneurship Development Institute.
Inder Jeet, Managing Director SIDCO is holding the additional charge of the post of MD SICOP while as Naseem Javid Chowdhary, Managing Director J&K Horticulture Produce Marketing and Processing Corporation is holding the additional charge of the post of Director, Sheep Husbandry Jammu.
Tariq Hussain Ganai, Director Estates Kashmir is holding the additional charge of the post of Director Estates Jammu while as Ghulam Rasool Mir, Special Secretary to the Government, PWD is holding the additional charge of the post of Director Horticulture Kashmir.
Sandeep Singh Bali, Programmer Officer ICDS Project Anantnag is holding the additional charge of Programme Officer ICDS Project Kulgam while as Gulzar Ahmad, Additional Deputy Commissioner Ganderbal is holding the additional charge of the post of Additional District Development Commissioner Ganderbal.
Rizwan Asgar, SDM Banihal is holding the additional charge of the post of Sub-Registrar Banihal while as Javed Naseem Massodi, SDM Lolab is holding the additional charge of the post of Sub-Registrar Lolab. Likewise, Tanveer Ahmad, SDM Bijbehara has been assigned the additional charge of the post of Sub-Registrar Bijbehara.
