JAMMU, Sept 6: Government today constituted Union Territory and District level committees for the implementation of the Prime Minister’s Vishwakarma Scheme in the Jammu and Kashmir.
As per an order issued in this context, Administrative Secretary, Industries and Commerce Department, shall be the chairman of the UT Level Monitoring Committee while as Administrative Secretaries of Rural Development and Panchayati Raj Department, Housing and Urban Development Department, IT Department or their representatives not below the rank of Additional Secretary, representatives of Finance Department, Planning, Development and Monitoring Department, Skill Development not below the ranks of Additional Secretary, Convenor UTLBC, J&K shall be the members of the committee, and Directors of Industries and Commerce Jammu/Kashmir, shall be the member convenor(s) of the committee.
The UT level committee has been tasked with coordinating the roll out of the PM Vishwakarma in the UT, ensuring active participation of stakeholder departments and agencies of the UT Government facilitating implementation of the scheme, facilitating agencies of MSDE in providing skill training to the beneficiaries, ensuring coordination among banks and financial institutions for smooth provisioning of credit support in implementing the scheme, creating awareness about the scheme at Gram Panchayat and Urban Local Body level in the UT, and monitoring the implementation of the scheme and sharing suggestions or feedback, if any, with the National Steering Committee.
The committee shall meet once in every quarter, or as per requirement, to discuss all operational and ground-level implementation matters and shall be serviced by the Industries and Commerce Department.
Meanwhile the District Implementation Committee, that would be responsible for the actual roll out and implementation of the scheme at field level, shall be headed by Deputy Commissioner of the concerned District as Chairman, General Manager, District Industries Centre, as member convenor, and Assistant Commissioner, Panchayat, CEOs of the ULBs Principal ITIs of the concerned Districts, representatives of MSME DFO, J&K, nominee of MSDE at District Level, Lead District Manager, (concerned), and three domain experts or practitioners to be nominated by the National Steering Committee as the members.
The terms of reference of the District Implementation Committee shall be to ensure seamless enrolment of the beneficiaries by the CSCs in the Gram Panchayats and Urban Local Bodies (ULBs) of the District, to ensure proper and smooth verification of the enrolled beneficiaries by Head of Gram Panchayats and Executive Heads of ULBs, ensure adequate awareness and on-boarding of all eligible beneficiaries in Gram Panchayats and Urban Local Bodies, through a suitable mechanism, conduct the necessary verification under the scheme, ensure access of registered beneficiaries to PM Vishwakarma Certificate and ID cards and to five days basic skill training, credit support under the scheme, incentives for digital transaction, and marketing support.
This committee may co-opt two-three leading practitioners or domain experts on honorary basis, with prior approval of the National Steering Committee.
