Govt rules out regularization of Home Guards

JAMMU, Jan 18: Government today ruled out regularization of Home Guards, who have been holding protest demonstrations since long.
“There is no proposal regarding regularization of Home Guard volunteers and bringing them at par with other employees of the belt force in the State”, Chief Minister Mehbooba Mufti said in a written reply to the question of National Conference MLA Devender Singh Rana in the Legislative Assembly.
About the implementation of judgment of Supreme Court in respect of paying duty allowance to the Home Guards, the Chief Minister said that on the basis of judgment passed by the Apex Court on March 11, 2015 in Civil Appeal titled Home Guard Welfare Association Versus State of HP and Others, the High Court passed a judgment dated December 11, 2015 in SWP titled Suman Sharma and Others Versus State directing the respondents to pay Home Guard volunteers the duty allowance at such rates to which the police personnel of the State are entitled.
“The matter relating to enhancement of duty allowance in favour of Home Guard volunteers is under examination in consultation with the Department of Law, Justice and Parliamentary Affairs and Finance Department”, said the Chief Minister, who is also holding the portfolio of Home Department.
