JAMMU, Apr 28 : Chairman, Civil Secretariat Employees Coordination Committee, (CSECC) Ghulam Rasool today held a meeting to review the progress regarding career progression of non-gazetted/ class-IV employees. President Lower Grade Employees, Mohammad Maqbool Hussain was also present in the meeting.
Expressing disappointment over the poor response/ delaying tactics on behalf of the Government, Ghulam Rasool said the issue regarding career progression of non-gazetted employees has been taken up regularly with the concerned Government authorities, however, no decision has yet been taken to address this long pending issue.
He said the Civil Secretariat Employees Coordination Committee had also brought up the issue before the former Chief Minister, late Mufti Mohammad Sayeed, who assured that the issue regarding career progression of non-gazetted employees shall be addressed. He further said that the matter was also brought to the notice of present Chief Minister, Mehbooba Mufti, Deputy Chief Minister, Dr Nirmal Singh and Finance Minister, Dr Haseeb Drabu and also other Cabinet Ministers. He said the Committee also approached Governor, N N Vohra seeking his intervention in the matter.
Despite repeated assurances by higher ups in the Government, till date nothing has been done and it appears that Government is not serious in solving the genuine demands of the non-gazetted employees as far as their career progression is concerned, said Ghulam Rasool.
“While decisions regarding cadre review of J&K cadre of IAS, cadre review of KAS have been taken and yesterday in the Cabinet meeting cadre review of KPS was also discussed, the service & promotion related issues of non-gazetted/ class-IV employees seems to unfortunately miss the attention of the Government” Ghulam Rasool said adding that if Government does not take a considerate view on the issue, Civil Secretariat Employees Coordination Committee will be forced to go on potest and also boycott the ensuing Assembly session in May.
The Committee hoped that Government will take a considerate view on the matter and take concrete steps to address the genuine demands of the employees.
