JAMMU, May 18: Various political and social organizations have welcomed the notification issued by General Administrative Department (GAD) on Domicile Law and complimented the Prime Minister, Narendra Modi, Union Home Minister, Amit Shah and Minister of State in PMO, Dr Jitendra Singh for this historic step.
BJP State president, Ravinder Raina while welcoming the decision complimented Prime Minister, Narendra Modi, Union HM, Amit Shah, MoS in PMO, Dr Jitendra Singh and Lt Governor, G C Murmu for this historic step. He said history will recall PM Modi for various decisions taken by his Government till this universe exists. Terming Modi a `Yugh Pursh’ he said the oppressed and suppressed people of J&K got justice after seven long decades and credit goes to PM Modi and the struggle of the BJP since Praja Parishad Movement.
Raina said under BJP rule no section of society will be now deprived of its due rights as party is committed to justice to all and appeasement to none and it will strictly stick to this mantra.
Former Deputy Chief Minister and senior BJP leader, Kavinder Gupta while welcoming the notification said the aspirations of West Pak refugees have been fulfilled with the notification. He said as per the Article 370 West Pak refugees were not classified as permanent residents and therefore could not avail of the rights of permanent residents. He said they were not competent to legally own the land, seek representation in the State Assembly or local body elections. This has rendered them an isolated group, whose interests were unrepresented at the local level. Gupta termed this a historic step and congratulated all the persons who will be eligible by virtue of law for the domicile certificate.
Terming the developments regarding the amendments in Domicile Law of J&K as a Red Letter Day for entire Kashmiri Pandit community All Parties Migrants Coordination Committee (APMCC) has expressed its immense pleasure and has complimented Prime Minister, Narendra Modi, Home Minister, Amit Shah, Lieutenant Governor, GC Murmu and all those associated with back channel engagements silently to make this happen.
In a statement issued here Vinod Pandit, Chairman APMCC has said that it was a Red Letter Day in real sense for entire Kashmiri Pandit community as they now feel connected and their sentiments respected by the present Central Government led by Prime Minister, Narendera Modi.
APMCC National spokesperson King C Bharati said that, “although there have been several migrations of Kashmiri Pandits (KPs) in wake of continuous genocide for last over 700 years, but this step is a real healing touch to the displaced Hindu population of Jammu and Kashmir and the decision to grant domicile to the displaced people including Kashmiri migrants since 1944 has given a new hope to the community and is watershed development with regard to doing justice with displaced population of Kashmir Valley”.
General secretary, APMCC Advocate Arun Kandroo also welcomed the new development.
The Kashmiri Pandit Sabha (KPS) has expressed it’s deep appreciation and gratitude to the MHA and the UT Government for accepting the request of a cross section of the residents of the erstwhile state of Jammu and Kashmir including the Sabha by issuing the Government order detailing out the rules regarding the domicile laws applicable to it’s residents.
KPS chief, K K Khosa said by issuing this order within a very short period the Government has demonstrated it’s concern for the sentiments and welfare of the residents of the erstwhile State who had felt greatly disappointed by the provisions of the MHA order issued on the 31st of March 2020 which had virtually extinguished the rights of a vast majority of centuries old residents of Jammu and Kashmir to procure a domicile certificate. This has sent a wave of pleasure and happiness within the vast diaspora of the Kashmiri Pandits who have been living in wilderness for the past many decades after being virtually thrown out from their ancestral homes.
As the Government amends classification of Domiciles of Jammu and Kashmir Union Territory and included in this category more than 5000 families of PoJK displace persons settled in other parts of the country, the S. O. S. International has lauded Prime Minister, Narendra Modi and Home Minister, Amit Shah for positively responding to the most genuine demand of displaced community.
“By according the J&K Domicile status to more than 5300 families of PoJK Displaced Persons, who are settled in other parts of the country after their forced migration from united Jammu and Kashmir State in 1947, PM Modi and HM Amit Shah have sparked a ray of hope and sense of belonging in this community, which remained ignored by the earlier regimes since Independence,” said Rajiv Chuni, Chairman of the S. O. S. International-, which had vigorously taken up this issues with the Government of India.
Chuni said that through this significant move on the request of S.O.S. International, both Modi and Amit Shah have conveyed that they are sympathetic to the PoJK Displaced Persons and have the intentions to address grievances of the community, which has suffered a lot in the last more than 70 years.
BJP welcomed and appreciates the decision of the administration in allowing the registration of the bonafide migrants who were not earlier registered as migrants with Relief and Rehabilitation Commissioner ,as many persons who were Permanent Residents of J&K and had migrated from the Valley prior to 1989 and were settled elsewhere in the country because of the employment and other professional activities and were denied the right to be considered as Domicile of J&K for the purposes of Recruitment and Employment under the J&K Decentralization Act ,2010 .
The decision of the Government to provide an opportunity to these migrants who are bonafides but were denied the registration for one reason or the other and particularly because they had migrated prior to 1989 and consequently rendered ineligible to be termed as domicile of J&K for the purposes of seeking employment in J&K under J&K Decentralization Act 2010 ,this decision is not only based upon factual realities but is in consonance with the Constitutional provisions as well, said BJP spokesman, Adv Abhinav Sharma in a statement today.
Gratified Citizens of Jammu and Kashmir are thankful to Prime Minister, Narendra Modiji, Home Minister, Amit Shahji and LG GC Murmuji for relaxed Domicile (Procedure) Rules 2020 for grants of Domicile Certificate notified today which will come into force from the date it is published in official Gazette. For residents of Jammu and Kashmir who were earlier termed as “State Subjects” and against which people struggled for decades before getting freedom last year in 2019 it is a matter of great joy and satisfaction that a hassle free procedure with a bare minimum documentary evidence is required to get a Domicile certificate as a proud and free citizen of India, Said BJP spokesman, Girdhari Lal Raina.
Party leaders, including Displaced district president, T N Bhat, B B Bhat Gosani, Shiban Ji, Vinod Pandita and ASKPC general secretary, Dr T K Bhat have also welcomed the decision and complimented PM , Narendra Modi , Union Home Minister, Amit Shah, Union Minister Dr Jitendra Singh and Lt. Governor, G C Murmu.
The president of Shri Amar Kshtriya Sabha, Thakur Narayan Singh also complimented PM Modi, Home Minister, Amit Shah and Lt Governor, G C Murmu for this historic decision. He said the new domicile law has now been made the basic eligibility condition for the appointment to any post under UT of J&K.
Youth All India Kashmir Samaj (YAIKS) president, R K Bhat while complimenting the Union Government for the decision termed it a historic step. He said BJP Government led by Narendra Moedi took one after another step for the welfare of J&K people and this way the people of the J&K who had met injustice for seven long decades will now heave a sigh of relief. He complimented the PM , Narendra Modi, HM , Amit Shah, Union Minister, Dr Jitendra Singh and LG, G C Murmu for this historic step.
Kashmir Pandit Conference (KPC) chief Kundan Kashmir also complimented the Prime Minister , Narendra Modi, Home Minister, Amit Shah, Minister in PMO, Dr Jitendra Singh and Lt Governor J&K, G C Murmu for this great step. He said the decision has come a sort of relief to the West Pak refugees, PoJK refugees and Kashmiri Pandits who are the aborigines of J&K.
