Govt not to allot construction of 10 more Polytechnics to ‘slack’ JKPCC

JAMMU, July 3: Keeping in view the unsatisfactory pace of work on six Polytechnics being constructed by the Jammu and Kashmir Project Construction Corporation (JKPCC), the State Government has decided not to execute construction of 10 other Polytechnics through ‘slack’ JKPCC and allot the same to different agencies through Roads and Buildings Department. A proposal of the Technical Education Department in this regard is being placed before the State Cabinet tomorrow for approval.
The Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah, at Civil Secretariat, Srinagar at 2.30 pm, is also likely to accord approval to the promotion of three Incharge Superintending Engineers in the Power Development Department (PDD) and an IAS officer.
Authoritative sources told EXCELSIOR that following the decision to establish 18 Polytechnics in uncovered districts, the State Government had issued authorization in the favour of JKPCC for construction of these polytechnics.
Accordingly, JKPCC started construction work at six places—Kathua, Samba, Reasi, Budgam, Bandipore and Kupwara. However, the JKPCC could not meet the required pace for completion of construction work and the work done so far at all the six places is worth less than Rs 2.5 crore, sources said.
Since All India Council of Technical Education (AICTE) team is expected to visit the State in near future for inspection, the slackness on the part of JKPCC in carrying out construction work as per the required pace was brought to the notice of Chief Minister, Omar Abdullah and accordingly it was decided that JKPCC should continue with the execution of the work at six places and work at remaining locations would be carried out through different agencies for speedy completion, sources informed.
Now, a formal proposal is being placed before the State Cabinet by the Technical Education Department about allotment of construction work of 10 Polytechnics at Anantnag, Baramulla, Ganderbal, Kulgam, Shopian, Doda, Kishtwar, Ramban, Poonch and Udhampur through Roads and Buildings Department, sources said, adding the R&B Department will execute the work after inviting tenders and the executing agencies will complete the construction within 20 months from the date of allotment of work.
However, the construction of six Polytechnics at Kathua, Samba, Reasi, Budgam, Bandipora and Kupwara, where work has already been started, will be completed by JKPCC that too within the latest time-frame fixed by the Government.
The Cabinet will also take decision regarding revision of the construction cost of each Polytechnic from Rs 13 crore to Rs 17 crore. The cost will include construction of building, workshop, foundation, external developmental and pre-construction works, sources said.
It is pertinent to mention here that Technical Education Department has already decided to start the classes from current academic session for which rented buildings at all places have been identified. All India Council of Technical Education has already been approached for conveying its formal approval for starting the classes and the proposal has been agreed in principle by the Council.
Even the Principals and Head of Departments have already been posted in each Polytechnic and also applications have been invited for appointing teaching staff for academic session till the process of recruitment is completed by Public Service Commission, sources said.
The Cabinet is also likely to clear the proposal of the Power Development Department for placement of Malik Mansoor Willayat and Prithpal Singh, Incharge Superintending Engineers (Electric) as Incharge Chief Engineers against available vacancies in the State Power Development Corporation.
Even the confirmation of Navdeep Gupta as Incharge Chief Engineer (Planning and Design) is likely to receive the Cabinet’s nod.
Sources informed that Cabinet will also accord sanction to the promotion of IAS officer S V Meena to the Senior Time Scale.
