SRINAGAR, Sept 17: The Government has finally approved the construction of the new building for the Sub-District Hospital (SDH) at Hazratbal, which is going to come up at a cost of nearly Rs 19 crores.
In this regard, the Administrative Department of the Health & Medical Education (H&ME) Department has accorded sanction to the construction of the new building of the SDH-which falls under the control of Government Medical College (GMC), Srinagar-at an estimated cost of Rs 18 crores 99 lakh and 74 thousand.
The accord of Administrative Approval has been made subject to several conditions which include that the works should be executed strictly within the approved cost and as per the details given in the General Cost Abstract.
The concerned have been directed to strictly design and devise the proposals as per the latest relevant I.S. codes and specifications of PWD/CPWD and the same needs to be authenticated and proof checked by the competent authority (NIT/DIQC), before taking up execution in hand.
It has also been directed that the Electrical, Mechanical and Electronic Components should be authenticated and technically vetted by the competent authorities of the relevant field while seeking strict adherence to the standard specifications as per CPWD, NBC, and I.S standards.
The authorities have also noted that the specifications as defined in the CPWD Plinth Area Rate Schedule for the type of structures, proposed in the DPR, are followed and adopted strictly for the execution of the works.
As per the conditions that have been set, the rates for the items, not covered in JK-SSR or any other relevant Schedule, shall conform to the Analysis of rates based on the authentic Data Book which needs to be computed and approved by the competent authority well before the invitation of tenders under set codal procedures.
Further, it has been stated that the lump-sum provisions, either in terms of percentage or fixed as made for certain components of the DPR are provisional and shall be subject to detailed estimates based on actual design details/requirements and relevant rates which will be framed and approved by competent authorities well before the invitation of tenders under set codal procedures.
It has also been directed that the inventory of serviceable material from dismantling shall be made and carefully recorded and that the cost of serviceable material used during execution must be deducted from work.
As per the conditions, the e-tendering mode will be followed for fixation of the award of contract for execution of the project and the fragmentation of the project, while tendering will not be allowed, while it has been noted that shall be no cost/ time overrun involved in the project and that the set time is strictly adhered to, ensuring that there is no escalation under any circumstances.
Before the commencement of work, the concerned will have to get the necessary NOC from all Regulatory Authorities apart from carrying out the necessary load-bearing capacity test of soil at the construction site.
Professor and Head of the Department, of Community Medicine at GMC, Srinagar, Dr. Muhammad Salim Khan told Excelsior that the existing building of PHC Hazratbal has space constraints to accommodate the infrastructure and services of upgraded Sub District Hospital Hazratbal.
“There’s a vacant piece of land available next to the existing building and the High Court has already allowed construction, renovation, and expansion. We plan to construct a model SDH Hazratbal which shall provide exemplary services to the population in the catchment areas,” he said, adding that the GMC Srinagar shall also depute more specialists and super specialists once the new building is constructed and made operational.
When asked about the project, he said that it is a bigger project and as a first phase this amount of approximately Rs. 19 crores have been sanctioned by the H&ME.
