JAMMU, June 15: In order to remove impediments in the timely completion of the projects, the Government has put in place a new mechanism in addition to the one that already exists for keeping track of the progress of different projects under execution in the State.
As per the circular issued by the General Administration Department, all the Administrative Secretaries shall review the important State and Central Schemes of their respective departments on a fortnightly basis and submit progress reports to the Chief Secretary at regular intervals.
All the Administrative Secretaries and the concerned Heads of the Departments have been asked to undertake field visits at regular intervals, at least twice a week, which should be followed by submission of the inspection reports. “Issues requiring immediate attention and having potential of delaying the projects should be highlighted in these reports”, the circular said.
They have also been asked to make attempts to resolve/remove the contentious issues/visible bottlenecks on the spot and those required to be addressed at the Government’s level should be immediately brought to the notice of concerned departments for obtaining the orders of the competent authority.
“Any project in respect of which major cost escalation and cost overruns have been reported shall be referred to the Standing Committee constituted for assessing the proposals for administrative approvals to the revised cost of project vide Government Order No.174-GAD of March 1, 2016 for assessment and also for recommending corrective measures besides fixing responsibility of the concerned officers in respect of which the overruns are not justified”, the circular said.
“The lapses, if any, on the part of the concerned executive agency shall be dealt with strictly and the action taken reported to the authorities”, the GAD said, adding “wherever dereliction of duty on the part of any of the officer is noticed, the disciplinary action as warranted under rules shall be initiated”.
The implementation of these instructions will be reviewed in the meeting of the Committee of Secretaries.
