JAMMU, Dec 23: To avoid fire or theft incidents in the offices, Government has asked all the Administrative Secretaries to issue instructions to their subordinate officials for handing over keys of the offices and clerical halls to the Security personnel posted in the Civil Secretariat, immediately after office hours.
The directions have been issued in wake of observations that earlier instructions in this regard were not being implemented in letter and spirit and the officials of the departments retain the keys of the rooms with them or keep them at a place out side the room without handing over these to the Security personnel.
Further, it has been reported that some officials leave their Electronic Gadgets including the Computers, the UPS, etc in working condition, which increases the risk of any short circuit or over heating of these gadgets that may lead to out break of fire, says the order in this regard, issued today by the GAD.
As per the order, the Administrative Secretaries have been directed that a particular Class IV employee of the department should be assigned the duty of Frash who shall be responsible for handing over the keys of the offices/clerical hall of the department to the Security personnel detailed for the purpose against proper receipt.
Besides, Section Officer dealing with the administrative matters of the department shall be responsible for ensuring proper maintenance of electronic gadgets and wiring, thereto. Any fault on this account may be immediately brought to the notice of concerned for immediate rectification of the same. He will also ensure that all the Electronic Gadgets are switched off before closure of the offices.
Director, Estates shall ensure that the circuit points installed in the Civil Secretariat premises are periodically checked to avoid occurrence of any short circuit on this account, in coordination with the concerned agencies.
The SP, Security shall forward a list of the defaulting departments on this account, to the GAD on weekly basis. Further, the Security personnel shall seal such rooms which are either open after office hours or where the keys have not been handed over to them and report the same to the Secretary, GAD immediately, so that necessary action against such officials is taken.
