JAMMU, Oct 1: The State Government has framed a State level High Powered Screening Committee (HPSC) with Chief Secretary as its chairman, for the implementation of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) in J&K.
While Chief Secretary will be the chairman, Administrative Secretary, Housing and Urban Development Department (Mission Director, AMRUT), will be Member secretary. The other members of the panel are: Administrative Secretaries from Forest, Finance, PHE & FC and Transport Departments, besides Managing Director J&K Housing Board and a representative from the Union Ministry of Urban Development.
The main terms of reference of the committee shall be to identify the gaps in infrastructure based of SLBs, need for individual and institutional capacity building, ways and means to achieve urban reforms, finalization of financial outlays etc of the Mission cities and towns; prepare the State Annual Action Plan (SAAP) based on the State level plans of the Urban Local Bodies of the State prioritizing cities and projects, approve the projects after they are technically appraised and sanctioned by State Level Technical Committee; plan the short, medium and long term fund flow and explore innovative ways for resource mobilization, private financing and land leveraging for funding projects; look into complaints of poor quality, lack of supervision and other violations, monitor the quality of work and reports of appraisal by third party assessors and others and take action at their end.
It will also in the domain of the HPSC to organize timely audit of the funds released and review the Action Taken Reports on various Audit reports relating to the earlier Mission and the new Mission; periodically review the progress of capacity building and training activities and recommend proposals for the release of installment of the funds for ongoing projects to the National Mission Directorate.
