JAMMU, Mar 11: In the wake of Lok Sabha polls, the State Government has constituted a Screening Committee to examine the proposals before sending to the Election Commission of India.
The committee, headed by the Chief Secretary, J&K, shall examine each proposal before sending it to the Election Commission of India through the Chief Electoral Officer, J&K, in light of the Commission’s existing instructions/clarifications available in the form of Manual of Model Code of Conduct /Compendium of instructions on Model Code of Conduct available on the Commission’s website.
The General Administration Department with the assistance of Administrative Department, shall submit the proposal cleared by the Screening Committee to the Chief Electoral Officer, J&K, along with full details and a note on urgency.
All the Administrative Departments will ensure that no reference is made directly to the Chief Electoral Officer, J&K, or the Election Commission of India. Further no department shall send any file to the CEO’s office but only a self contained reference be sent through the Screening Committee.
Administrative Secretary of GAD and Administrative Secretary of the Department to which the proposal relates, shall be Members of the Screening Committee.
