Govt begins internal exercise for formulation of Annual Plan 2014-15

JAMMU, Nov 2: State Government has set in motion the internal exercise for formulation of Annual Plan 2014-15 with Planning and Development Department seeking plan proposals from all the District Development Commissioners (DDCs) and Sectoral Officers by or before November 15, 2013 following which Principal Secretary Planning would begin discussions with Administrative Secretaries and Heads of the Departments.
Official sources told EXCELSIOR that Principal Secretary, Planning and Development Department, B R Sharma has asked all the District Development Commissioners and Sectoral Officers of the Planning and Development Department to start preparing proposals for Annual Plan 2014-15 in the standard formats for each sector/sub-sector and furnish the same by or before November 15, 2013.
“The sector-wise allocations for next year may be assumed at current year’s approved allocation and keeping in view the broader objectives of faster growth, inclusivity and sustainability as outlined in the Approach Paper to the 12th Five Year Plan, the sectoral strategies to address the stated objectives particularly employment and livelihood concerns should be factored in while formulating the Annual Plan 2014-15”, said a communiqué issued by the Planning and Development Department.
Stating that level of allocation for all Revenue Components should be retained at current year’s level unless there are very compelling reasons to propose a change, the Planning Secretary has told the DDCs and Sectoral Officers that the State Share for Central Sponsored Schemes/Tied Grants and Negotiated Loans both for ongoing projects and those to be implemented afresh should be the first charge on the next year’s plan and provided fully against the relevant schemes.
The DDCs and Sectoral Officers have also been directed to ensure that State Share for MGNREGA, IAY, TSC, Minor Irrigation, NABARD, Mid-Day Meals is provided under the District Plan within the allocation. The Planning Secretary has also made it clear that commitments made by the Chief Minister and Planning and Development Department should be accommodated within the plan outlay for which there will be no additional provision, sources said.
“Special care will be taken to incorporate all aspects relating to gender sensitivity and gender-budgeting in the formulation of plans”, they added.
While drawing the attention of DDCs and Sectoral Officers towards the guidelines of the Planning Commission of India vis-à-vis preparation of Scheduled Caste Sub-Plan and Tribal Sub-Plan for development of SC/ST population, the Planning Secretary has stressed that all the villages/blocks with 40% or above SC/ST population should be treated as basic unit of development. He has also asked all the Administrative Departments, Heads of Departments and District Development Commissioners to ensure that SC/ST population is provided funds at least in proportion to their population percentages and documented properly.
According to the sources, the Planning and Development Department has also sought detailed information regarding physical achievements recorded ending October 2013, anticipated achievement for the current year together with targets proposed for 2014-15 so that while discussing proposals for Annual Plan 2014-15 preparation of revised estimates for the current year could also be discussed threadbare.
To discuss the Annual Plan 2014-15 and revised estimates for the current year with the concerned departments, Administrative Secretaries and the HoDs, the Planning Secretary has also finalized the schedule, sources said, adding the discussions will start from November 18 and conclude on November 30.
Findings of evaluation reports, NABCON and other monitoring reports on various schemes and their implementation will be part of the plan discussions, sources said.
