Govt attaches ARTO Samba

JAMMU, Aug 20: The Government has attached Assistant Regional Transport Officer (ARTO), Samba, Ramesh Kumar Samotra to Transport Commissioner’s, office Jammu for dereliction of duties.

An order to this effect was issued by Transport Commissioner here today.
As per order, Nasir Ahmed (JKAS) who is presently at the disposal of the RTO Jammu, has been assigned the charge of ARTO Samba till further orders. Besides, he will continue to furnish daily progress report to the Transport Commissioner Office for timely completion of ICC Samba.
The ARTO Samba has been charged of remaining absent from duty since August 9, 2025. The Department has charged him of neither attending the office since August 9, nor participating in driving skill tests or vehicle fitness inspections since then.
The order said that continuous absence of the ARTO from his duties has resulted in delay in the delivery of transport related services and routine office work, thereby causing inconvenience to the general public particularly applicants for driving skill tests/fitness inspections.
It said the officer has been previously served show cause / explanations for similar conduct vide No TC/JK/MV /2025/7991 dated 25-02-2025.
The Department has also charged the officer of being habitual in demonstrating such conduct which constitutes a violation of the standing instructions issued by higher office and also in contravention of the J&K Civil Services (Classification, Control and Appeal) rules, 1956.
