JAMMU, Jan 9: The Jammu and Kashmir Government today called upon all Senior Superintendents of Police (SSPs) to remain present in the meetings chaired by the Administrative Secretaries who have been designated as Incharge of the districts during their visits and implement decisions within the fixed timelines.
The Government has also asked the Deputy Commissioners to invite the district SSPs in the developmental review meetings to take note of the problems pertaining to the Police Department.
The guidelines to this effect have been issued by General Administration Department (GAD) Principal Secretary Manoj Kumar Dwivedi.
“The Senior Superintendents of Police will ensure their participation in the meetings being chaired by the concerned Administrative Secretaries during their visits to the respective districts and implement the decisions within the fixed timelines,” the GAD order said.
It added that the Deputy Commissioners may invite the concerned district Senior Superintendents of Police (SSPs) in the developmental review meetings so that any issue related to the Police Department is taken note of.
“Similar practices can be followed at Sub Divisional Levels between the Sub Divisional Magistrate (SDM) and Sub Divisional Police Officers (SDPOs) as well as Tehsildar and SHOs,” the order read.
The GAD order pointed out: “It has been observed that the SSPs in some districts don’t attend the meetings being chaired by the Administrative Secretaries. As a result, certain issues requiring action at their level are not addressed properly”.
The order said the issue assumed more importance in view of prevailing situation requiring proper coordination between civil and police administration for enforcement of COVID Appropriate Behaviour within the districts.
The order noted that the Administrative Secretaries were appointed as Incharge of the districts with a view to ensure better and effective coordination among different departments and monitoring of developmental activities in the districts in a holistic manner in July 2021.
“Pursuant to the order, the Administrative Secretaries have been touring the districts assigned to them from time to time and the visits have proven beneficial for overall development in these districts as well as better management of COVID-19 related issues,” the order said and added that given the range of issues being reviewed by the touring Administrative Secretaries, it would be appropriate that these meetings are attended by all district/sectoral officers.
