Governor’s initiative on probe into Roshni Act right step: AoI

JAMMU, Sept 18: Association of Industries (AoI) Gangyal has appreciated the bold initiative of the Governor, Satya Pal Malik to order investigation into the implementation of “Roshni Act” in the State.
President of the Association, Rattan Dogra in a press statement has specially emphasized that AoI during one of the previous pre- Budget deliberations mooted the proposal to grant ownership rights to the local “sons of soil” entrepreneurs of the industrial land under their possession and to utilize the revenue thus generated towards investment in the fresh power projects.
The proposal was duly acknowledged and appreciated  by the then Finance Minister during budget speech which culminated in the formulation of “Roshni Act”. Not only the Act but the rules – regulations framed in this regard were devised with malafide intensions in such a manner which enabled powerful politicians, influential bureaucracy and in famous land grabbers to grab large chunks of prime lands at negligible prices while the hopes and genuine concerns of the industrial sector have been totally belied in absence of any significant initiative to grant ownership rights to local entrepreneurs for almost two decades for no legitimate reasons.
The Governor should also order an enquiry why this aspect which is highly requisite for the industrial sector and its local entrepreneurs since the policy that was principally framed specifically to extend ownership rights of the land under their possession to local sons of the soil entrepreneurs.
Dogra further stressed that in absence of ownership rights which constitutes bulk proportion of the fixed assets of any industrial unit, entrepreneurs have continued to be deprived of the adequate working capital of their actual requirement by various Banks/Financial institutions. He further emphasized after the abrogation of Article 370 rapid industrialization has been earmarked as one of the prime investment focus. AoI and the entire industrial sector has regularly and continuously invited the attention of the State Govt to prioritize  to provide special Fiscal package to restore the competitive edge that existed prior to GST regime.
