JAMMU, June 30: In order to directly monitor developmental scenario, promptly remove bottlenecks and assess the difficulties of the people, Governor N N Vohra and his three Advisors will start paying visit to the districts beginning from Kupwara on July 2, 2018.
Official sources told EXCELSIOR that Governor has decided to start paying visit to the districts to personally assess developmental scenario on ground and take feedback from the officers at the cutting edge level so that timely corrective measures are taken to give necessary impetus to the projects.
The beginning is being made from Kupwara district which will be visited by the Governor on July 2. He will be accompanied by former Chief Secretary and Advisor B B Vyas.
“Though no advance schedule has been prepared for visit to other districts of the State yet dates will be communicated separately by the Raj Bhawan directly to the concerned District Development Commissioners (DDCs) as Governor and Advisors are also required to deal with administrative and other issues of the State on day-to-day basis at the summer capital of the State”, sources said.
As per the uniform programme chalked out on the directions of the Governor, there will be one hour long interaction with the Legislators and other representatives of political parties in each district of the State on the developmental scenario and the areas which require priority attention of the administration.
“During this interaction, the Governor and his Advisors will receive feed-back about the grievances of the people vis-à-vis availability of basic amenities which have remained unaddressed till date because of one or the other reason”, sources informed.
Following this, there will be two hours long discussion with the District Development Commissioner (DDC) of the concerned district and district level officers of all the departments. While DDCs will make presentation before the Governor and his Advisors about the steps initiated to implement the decisions taken in the District Development Boards and sector-wise overall developmental scenario, the district level officers will furnish progress on the ongoing projects and the bottlenecks if any in their timely execution.
“No doubt Heads of the Departments will also be invited to participate in the meetings but the Governor will prefer to obtain direct feed from the cutting edge level officers vis-à-vis ongoing works of their respective departments as they are in a better position to reveal the ground situation of the projects”, sources said.
They further informed that during visit to the districts the Governor will also obtain information about those projects whose fate is hanging in balance for want of some funds. “The projects which can be completed with the release of up to Rs 50 lakh will be identified and prioritized for completion”, sources added.
Moreover, it would be the priority of the Governor to zero-in on areas/sectors which have not received due attention of the administration so far because of one or the other reason but have the potential to improve the developmental scenario and address the grievances of the people.
“While on majority of the development related issues necessary instructions will be passed on the spot, in respect of other issues Chief Secretary will be asked to hold deliberations with the Administrative Secretary of the concerned departments so that corrective measures are taken in a time bound manner”, sources said.
The projects identified by the BJP for priority attention will also come up for discussion during the visit to districts by the Governor and his Advisors, who may also like to have inspection of the same.
It is pertinent to mention here that during meeting with BJP delegation few days back, Governor had assured that execution of developmental works will be closely monitored to ensure their completion within the envisaged time-frame.
