It appears strange, but it is a fact that a number of State Government offices are operating from the private owned buildings, since long in Udhampur District, especially in the Udhampur city. The State Government is paying lakhs of rupees per month as rent. Almost all these departments are operating from the hired accommodation since long and if calculated they have paid more rent than the value of the buildings hired. The more troublesome fact of this phenomenon is that, almost all these offices are located in the interior lanes of the city in un-conspicuous locations, which cannot be located in normal course. So, how can one expect best service from them.
The Government is always on run to locate and allot lands for establishment of various nature, such as parking, fruit and vegetable complexes, play grounds, Parks, Industrial Growth Centers etc. but the attention of local administration never attracted towards this mockery of running Government offices from private buildings. The number of prime locations, which could have been suitable locations for these offices, have been allowed to be encroached upon and number of palatial commercial complexes and shopping centers have come up on these encroachments un-checked. A nexus between the owners and the departments cannot be ruled out, no one bothers to create own structure but prefers to operate from private accommodations for the reasons best known to them. Udhampur is the only District which lacks the intention of the Government in providing joint complexes for all the departments as provided in other Districts. It is the right time to realise the situation and to work out the modalities of such complex by the Udhampur Administration.
