Gobar Dhan in J&K State

This refers to article ‘Gobar Dhan Irrelevant in J&K’ by Dr Raja Muzaffar Bhat (Daily Excelsior 6/9/2018) . I went through the online edition of your paper as we do not get print edition in Budgam. Very much informative piece on Swachh Bharat Mission Grameen. I would suggest that Gobar Dhan scheme be launched in those districts only where there is enough population of livestock especially cows , buffaloes , sheep and goat. In the first phase let districts like Rajouri , Kathua , Budgam and Pulwama be taken up. No need to launch it unnecessarily in all the 22 districts of J&K. This will turn out to be a big failure. As has been suggested that focus be made on Swach Bharat Mission Grameen’s Waste Management programme in Rural areas of J&K. It is unfortunate that no money is spent on this component of SBM Grameen and officers of Rural Development Department (DPOs and BDOs) are busy with construction of bathrooms and lavatories. Majority of the villages in J&K state need immediate attention for waste management as no municipal bodies take care of the same in rural areas. This is only possible when funds from SBM Grameen will be diverted for this work after making proper proposals. Techniques like in house composting, community composting can be taken up. MNREGS funds must also be utilized for waste management work in villages.
