JAMMU, July 13: J&K Pradesh Congress Committee (JKPCC) has said that due reservation to women including women belonging to SC & ST should be ensured in each district in the second and third tiers, as per amended law of the year 2014.
Reacting to the recent proposed notification of reservation for 2nd tier, JKPCC chief spokesperson Ravinder Sharma said apart from general category women, SCs & STs women should get their due quota in each district in accordance with SC/ST population of that district, as per amended law. As no such reservation for SC women has been notified in district Rajouri having sizeable population, the authorities should consider the demand for the same as per provision of law.
He said that the reservation of women, SCs and STs in the three tiers of Panchayat Raj Institutions is the result of amendments made in the State law in March 2014, due to Congress party’s struggle to empower PRIs in the State.
The then NC-Congress coalition Government had finally amended the State Panchayat Raj law to incorporate 73rd amendment in order to give benefit of 33% reservation to women besides SCs and STs in all three tiers of Panchayat Raj Institutions in the State, on March 14, 2014.
Ravinder Said that it is the result of the amendment that women got reservation of 33% at Sarpanch, heads of BDCs and heads of DDPBs (District Development & Planning Boards), besides due representation to SCs and STs. It was not available prior to March 2014, he asserted and asked the representatives of Panchayats to elect deserving women, SCs, STs candidates as heads of BDCs.
