Srinagar, Sept 21: The Government Medical College (GMC), Srinagar has directed all the concerned to get the ‘No Objection Certificate’ in the cases of retiring officials before their settlement of pensionary benefits and formalities.
In this regard, a circular issued stated that it has been. observed that pension cases of most of the employees in respect of whom departmental actions and other legal proceedings are under process are being forwarded to the Office of Principal Accountant General (A&E) for finalization of their pension cases without obtaining the “No Objection Certificate” (NOC) from the appointing authority.
“The same hampers the smooth official business and fair inquiry against the delinquent officials,” it said.
The circular directed all the controlling officers/Medical Superintendents/DDOs of Govt. Medical College and its Associated Hospitals Srinagar to get the No Objection Certificate (NOC) from appointing authority in respect of the retiring officials before their final NOC is issued for settlement of their terminal/pensionary benefits.
“It may be ensured that NOC is invariably obtained from the appointing authority in all the cases of the retiring officials before their cases are processed. In case of any deviation/ failure, the onus shall accordingly lie on the concerned controlling officers.”
