JAMMU, Mar 23: Raipur Domana Sangarsh Samiti (RDSS) today termed the garbage dumping by the Jammu Municipal Corporation (JMC) at Kot Bhalwal as illegal, arbitrary and an assault on the right of the people of the villages.
Addressing a press conference here today, Advocate Naresh Salgotra, president, RDSS and Raj Dev Singh Jamwal, chairman, said that the people of Kot Bhalwal and surrounding villages of the area which have a population of about 25000 are protesting against the illegal dumping of city garbage in open land at village Kallri.
He said that everyday about 70-80 vehicles of garbage are being dumped in open area of about 157 kanals by the JMC, which has created a havoc in the area with stink, foul smell, stray dogs, pigs, vultures and other predators. “The entire area has come under the shroud of stink, foul odour, garbage and has become a source of nuisance and health hazard. In case the garbage dumping is not stalled or regulated there under law as per Master Plan, there is a threat of epidemic in the area”, he added.
Salgotra said that in the vicinity of dumping site, there is a degree college, Sanskrit university, a police colony, a temple, a mosque and a madrassa. “A JDA colony is also being developed nearby but JMC authorities ignored all these facts and arbitrarily and hastily decided to use the site for garbage dumping”, he said.
Raj Dev Singh Jamwal said that JMC has ignored Solid Waste Management Rules 2016 while selecting the site for garbage dumping. He said that even State Solid waste Policy has not been drafted or is in place, therefore, to forcibly implement farce decision of garbage dumping in the area would lead to travesty of justice for the people of the area.
He further said that the area is a residential as per Master Plan and therefore the garbage dumping site cannot be built here and that too in open.
